This position is at the full performance level and serves as a Management Analyst in the Office of Applied Innovations and Medical Informatics (OAIMI) which reports to the Office of the Director at the Long Beach VA Healthcare System (LBVAHCS). The incumbent works under the direct supervision of the Chief Innovation Officer of OAIMI.
Duties
Duties include, but are not limited to the following:
Incumbent serves as an expert in and has full knowledge of high-level computer programming languages and data reporting applications, including but not limited to Structured Query Language (SQL), and Microsoft SQL Server Reporting Services. Web application and database proficiency includes SharePoint, Power BI, Power Automate, Power Apps, Access, and Leaf. The incumbent will also have expertise in interfacing with multiple VHA data repositories, including the corporate data warehouse (CDW), Veterans Integrated Systems Technology Architecture (VistA), and VHA SupportService Center (VSSC).
Incumbent serves as a technical expert and consultant to facility and healthcare group leaders on data management, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of programs. These executive-level functions require the ability to apply the specialized principles and practices of healthcare management.
Incumbent will participate in the development of health informatics tools that can be used to appropriately monitor clinical care processes, outcomes, and patient safety. Utilizes skillset to design, develop, and support the technology infrastructure for the extraction, report interface creation, storage, and seamless presentation of clinical and administrative data available throughout VHA. The incumbent is expected to design, implement, and maintain database applications, dashboards, data reporting systems, data sets, and databases that synthesize clinical and administrative data from multiple sources into meaningful and useful information and knowledge for business analysis purposes. Based on requests from and consultation with facility leadership, clinical chiefs, and national offices, incumbent develops and designs the methods for data extraction, data storage, automated execution, maintenance, as well as the data representation and user interface of reports and dashboards, focusing on error reduction, reporting criteria, and usability. Complexity of reports ranges from Excel spreadsheets and pivot tables to advanced web-based, user-driven reports with built-infiltering, sorting, and display options. These decision support tools and knowledge products will facilitate monitoring, measuring, trending, assessing, and understanding outcome measures and key performance indicators of facility programs and operations. The information they provide will be designed to provide feedback to senior management in order to enhance the efficiency and quality of administrative decision-making and clinical care delivery.
Reports and dashboards will be developed into web applications that are available to a wide audience, including executive leadership, service chiefs, managers, administrative and clinical staff, oversight bodies, and external stakeholders. These end products can be used at the facility and healthcare group/service level to monitor and trend performance on current high-priority issues focused on by executive management, VACO, and the Secretary of VHA; analyze program outcomes; track key performance indicators and facility metrics; monitor clinical and business operations; as well as tofacilitate patient care and to perform daily tasks efficiently and accurately. Report design will provide a consistent organizational appearance for ease of navigation and interpretation. Comparison to VISN and national data will be provided, when possible. The incumbent will work with the LBVAHCS data analytics team to create a repository of reports and tools.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position, you must have served 52 weeks at the GS 11 grade. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS 11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: developing reports, tools, and dashboards using large databases to directly support decision-making, project management, and reporting needs, and full knowledge of high-level computer programming languages and data reporting applications, such as Structured Query Language (SQL), Microsoft SQL Server Reporting Services, web application and database proficiency with SharePoint, Power BI, Power Automate, Power Apps, and Access.

Physical Requirements: The work is mostly sedentary. However, the nature of the work often requires the incumbent to work long hours to meet project completion and to devise solutions to unexpected, serious problems. The incumbent is subject to stress due to extended periods of intense mental concentration and the frequent need for expeditious response to critical situations.
