This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Northwest Watershed Management Research Center in Boise, Idaho.
In this position, you will be providing data management plans; analyzing, or interpreting agricultural data; utilizing agro-ecological simulation models to assist scientific research; and quantifying and rectifying data quality issues using appropriate programming languages.
Duties
Develops and manages a comprehensive database containing all relevant metadata and data for the Great Basin Long-Term Agro-ecosystem Research (LTAR) network site.
Manages data from the numerous laboratory, plot, and field projects, and observatory and sensor data, including remotely sensed and GIS/GPS data.
Provides leadership for the data management plans, procedures and protocols (including metadata), and collaborates with unit scientists, post-docs, technicians, and student workers.
Develops and implements long range plans for data management within the appropriate location mission, objectives, and research contexts.
Serves as the data management specialist for the unit's Long-Term Agro-ecosystem Research (LTAR) network projects.
Provides science-based information for implementing ecologically and economically sustainable management of vegetation, soil, and water resources across the Intermountain West.
Participates as a member of the data management team of the Long-Term Agro-ecosystem Research network, including coordination with the National Agricultural Library.
Uses query language to extract and utilize database information to provide value-added services for this data to meet a wide variety of objectives.
Provides technical advice and assistance to other project personnel on database network operations.
Identifies and implements appropriate project management, data management, and assists in data analyses and presentation.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirements:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
AND
In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:
GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is participating in data management plans; using computational approaches to data storage; and preparing and maintaining large datasets.
OR
Education: Successful completion of 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree, if related. Related degrees may include Management Information Systems, Biological Informatics, Computer Science, Database Design and Administration, Agricultural Engineering, Environmental Engineering, Environmental Science or similar disciplines related to research data management.
OR
A combination of education and experience as described above.
GS-11:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is providing data management plans; analyzing, or interpreting agricultural data; utilizing agro-ecological simulation models to assist scientific research; and quantifying and rectifying data quality issues using appropriate programming languages.
OR
Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree if directly related. Related degrees may include Management Information Systems, Biological Informatics, Computer Science, Database Design and Administration, Agricultural Engineering, Environmental Engineering, Environmental Science or similar disciplines related to research data management.
OR
A combination of education and experience as described above.
Physical Demands: Position requires intensive periods of time working with computers, data, and reports. Periodic field work is required to observe data collection, methodology and protocols. Seasonal demands frequently occur and the incumbent must adjust accordingly.
Work Environment: Work is performed predominantly in an office setting. Seasonal field work will expose incumbent to extremes in weather conditions, pollen, dust, and other outdoor elements.
