This position is located in the Division of Executive Resources (DER), Office of Human Resources (OHR), Office of the Assistant Secretary for Administration and Management (OASAM). The Division is responsible for developing policies and providing human resource services and operational support for the members of the Senior Executive Service (SES) and non-career staff.
This position is outside the bargaining unit.
Duties
Major duties include but are not limited to:
Reviews, analyzes and interprets legislation, OPM regulations, and guidelines pertaining to all the substantive program requirements associated with Departmental operations of the full range of executive resources policy development. As such, represents the Division and/or Department on inter and intra-agency working groups tasked with managing the full spectrum of the executive resources program within the Department including, but not limited to, working with the Office of Departmental Labor Relations and Negotiations and the Office of Work-Life Programs to address various issues impacting DOL's executive resources program.
In cooperation with the DER Director and/or Deputy Director, resolves conflicts in highly technical and complex HR issues. Work includes the development of policy, supplemental, procedural, and similar guidelines in all phases of HR for use throughout the Department of Labor. As required, prepares decision papers that identify viable options to ensure systematic problems are sufficiently addressed.
Provides technical advice and guidance, and recommendations on crosscutting and innovative issues as they relate to broader management concepts and philosophies related to executive resource activities within the Department to top Agency program policy officials and managers. Provides comprehensive program management, oversight, and reporting on programs and initiatives assigned, to include regularly developing and using milestone/action plans, project management updates.
Conducts analysis and/or special studies which include requesting and/or extracting data from various sources and applying appropriate analyses to identify program trends and/or anomalies, resolve and/or recommend solutions to problems presented by Departmental executive leadership or Departmental human resources officials.
Serves as a senior staff specialist in the administration of the Department-wide personnel program for SES positions and senior positions outside the SES and Schedule C and presidential appointees. This includes providing resource management, position management, and classification, staffing management services to OASAM and DOL components. As senior staff specialist, the incumbent manages and oversees the transition of political administrations in DOL.
Provides leadership, advice, and guidance to executive-level management officials, with a focus on program policy interpretations, program issues and problems, and especially complex and important operating problems. In addition, the incumbent renders program support to the Executive Resources Board and key management officials/organizations identified with the SES program.
Conducts and participates in conferences, seminars, briefings, and similar meetings where the purpose is to inform and educate management, employees, and Departmental human resources offices on SES program policy, problems, issues, new developments, and objectives. Represents the Department at meetings with OPM on matters concerning SES programs, policies and/or problems affecting assigned areas.

Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13).
Specialized experience for this position is defined as:
Interpreting and applying Federal rules and regulations and providing technical advice and guidance on complex staffing, recruitment, classification and pay setting issues.
Developing vacancy announcements, conducting rating and ranking panels, and generating certificates of eligibles related to Senior Executive Service or comparable senior level hiring ensuring compliance with Federal rules regulations, and agency policies;
Developing narrative and statistical reports to track and document results of recruitment and placement actions;
Identifying and recommending process improvements for HR programs and services.
Education
There is no substitution of education for specialized experience to qualify for this position.
