THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Resilience and Risk Reduction Suicide Prevention (R3SP) Program Coordinator (Title 32), Position Description Number D1990000 and is part of the OK JFHQ, Oklahoma Army National Guard.

Duties

This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to serve as the Program Manager for the MILPO Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP) to accomplish the Army National Guard 's goal to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity, while simultaneously to minimize risky behaviors and suicides. These efforts will be implemented through guidance, advice, and decision support to the ARNG. Position is responsible for providing leadership, direction, and guidance in the performance of such functions as: (a) developing, monitoring, revising, coordinating, and implementing a resilience/risk reduction/suicide prevention program that reduces incidents of high-risk behaviors. (b) developing, monitoring, revising, coordinating, and implementing resilience training, risk reduction and suicide prevention policies and programs. (c) providing in-depth research resulting in new doctrine, training, and mitigation of risks (d) providing continuity and coordination expertise for issues affecting soldiers and civilians; (e) serving as a quick reaction capability to gather relevant data and information for the Army National Guard (ARNG), and then advise on courses of action; and (f) coordinating and implementing components of resilience training to help shape positive behaviors and successful reactions to traumatic experiences. DUTIES AND RESPONSIBILITIES: Performs duties as the Resilience and Risk Reduction Program Coordinator that requires the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure the effective implementation of the Program. Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology in order to modify, revise, improve or create ARNG programs. Recommends, develops, coordinates, and disseminates policies and ARNG guidelines for administration and management of these programs to include doctrinal development. Provides senior leadership with statistical reports. Reviews national and international resilience, risk reduction and suicide prevention initiatives, and considers applicability for ARNG. Maintains ARNG wide suicide surveillance to establish any emergent high-risk trends and/or provide early warning, when possible, factors might lead to increased suicides. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, establishment of objectives and policies pertaining to risk reduction, and suicide prevention. Serves as the staff consultant on all aspects of the Resilience, Risk Reduction and Suicide Prevention Program and training and is the focal point for analysis on a full spectrum of issues affecting Soldier accession and recruitment. Plans and develops approaches, methodologies, policies, and procedures for attacking major problems frequently characterized by a lack of precedent studies to expand knowledge in the area. Assesses feasibility of new institutional training and performs research in support of findings from assessment visits. Develops partnerships with state, local and community agencies to support the R3/SPP. Participates in the State Community Health Promotion Council (CHPC). Serves as the Resilience and Risk Reduction Program Coordinator with the responsibility for the overall planning, developing, coordinating, implementing, standardization and promoting of a comprehensive and effective program aimed at the reduction of Soldier and civilian high-risk behaviors (e.g., domestic violence, drug and alcohol, suicide, etc.). Recommends policy, procedures and methodologies to commanders to assist them in reducing both the probability and severity of high-risk behaviors. Provides program guidance to technical specialists involved in readiness, resiliency and retention throughout the ARNG as well as, high-risk operational activities in order to reduce high-risk behaviors. Identifies new resilience, prevention and intervention behavioral risk management programs needed to foster coping skills and reduce high-risk behaviors. Analyzes reports and statistical data, and coordinates with subject matter experts for pertinent information on behavioral and environmental factors; the assessment or prediction of their interaction under varying conditions; and the effectiveness of current or proposed risk reduction measures/programs. Establishes program accountability and program effectiveness measures to ensure continuity and quality of program services through staff assistance visits, process reviews, studies, surveys, and inspections. Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: O-1 through O-3 GENERAL EXPERIENCE: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
