This National Guard position is for a INTEGRATED PRIMARY PREVENTION OFFICER (PREV WF) (Title 5), Position Description Number T0034P01 and is part of the OK JFHQ, Oklahoma Army National Guard.
Duties
This position is located in The Adjutant General's Special Staff within JFHQ-STATE. This position serves as the Manager of the Integrated Primary Prevention (IPP) Program. Responsible for the overall management, guidance, development, implementation and maintenance for the primary prevention of harm and other prohibited abuse and harmful acts. The IPP Director creates the homogenous link between stand-alone programs. Develops command guidance to implement an IPP program to improve personal resilience, connectedness, and well-being and enhance work/life harmony for Service Members and families.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Promotes the public health approach to reduce harmful behaviors and increase healthy ones.
Plans, organizes, and directs the activities of The Adjutant General's (TAG) Integrated Primary Prevention (IPP) Program. Ensures legal and regulatory requirements as well as the needs of National Guard (NG) Service Members, families and communities are met. Serves as the principal advisor to TAG and J9 Health and Wellness regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies. Ensures TAG's IPP program complies with all legal and regulatory requirements. Develops IPP plan(s) in coordination with all relevant offices (i.e. Family Programs, Resilience, SARC, Psychological Health, EO/EEO, Safety, PAO, JAG). As the technical authority and expert on primary prevention; researches, interprets, analyzes, and applies Department of Defense (DoD), National Guard Bureau (NGB), Air National Guard (ANG), and Army National Guard (ARNG) prescribing directives, Public Law, guidance, and regulatory instructions.
Monitors and advises on activities of subordinate IPP programs. Supports the dissemination of NGB's comprehensive primary prevention initiatives. Ensures subordinates (Wing/Region IPP and JFHQ subject specific specialists) complete mandatory training requirements. Tracks prevention initiatives to ensure subordinates meet NGB requirements, and provides feedback, as required. Provides guidance to Wing/Region PPIs on the most complex issues when formulating a recommended course of action for leadership. Reviews complex issues prior to elevating to NGB. Makes appropriate IPP policy and strategy recommendations to NGB. Represents TAG and J9 Health and Wellness on IPP issues at forums and conferences. Acts as the tip of the spear for initiatives and programs directed by NGB regarding the IPP programs.
Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information. Ensures accuracy and integrity of management data, improves productivity and efficiency through development and implementation of office automation tools and procedures. Formulates and implements appropriate control procedures and uses various program audits to ensure IPP programs throughout their state, territory or DC are being implemented consistent with prescribing guidance, and that all resources are utilized as efficiently as possible.

- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications
GENERAL EXPERIENCE:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: One year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Knowledge of Primary Prevention efforts.
Knowledge of social-ecological systems theory.
Knowledge and experience in the organization, management, and administration of programs and services to develop and administer Primary Prevention policies; ensure policy relates to applicable legislation, official policy and guidance to effectively direct, plan, develop and execute the Primary Prevention Program.
Skill in development and maintenance of public understanding and sound working relationships with Federal, State, local and community agencies.
Skill in applying professional community organization abilities related to the formulation of needs assessments, development of prevention programs, and the marketing of programs.
Knowledge of research, analytical and evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the National Guard Primary Prevention efforts sufficient to develop solutions to situations not normally encountered; to recognize and define social problems, to reach accurate conclusions, and to measure and improve program effectiveness and productivity, and make recommendations for program improvement at the State and National Level.
Expert Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.
Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided.
Expert knowledge of and skill in planning, conducting and evaluating the State Primary Prevention training programs.
Knowledge of policies and requirements for the development and analysis of the Prevention Programs efforts in order to integrate effective prevention measures for the S/T/DC.- Knowledge of automated data systems to maintain information.
Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports to senior levels of leadership.
Education
Must possess IPP Credential level 4 certificate through the DoD Credentialing Program for Prevention Personnel.
