Duties
Manages strategic planning initiatives which includes information, quality, and business management with full responsibility for developing, guiding, coordinating, and integrating actions.
Conducts program planning for major and complex environmental, civil works, military construction and special programs.
Facilitates the District's Operations Plan, providing support to the Division Operations Plan, the Programs and Project Management Business Process, and the Annual Training Guide.
Keeps informed of current developments in information and knowledge management technical fields by studying technical literature, attending and participating in meetings and symposia, and communications with other professionals.
Keeps abreast of all actions, studies, and projects being carried out that affect mission accomplishment. Develops the required economic analysis to support any recommendations.
Serves as the District Project Manager in the synchronization and coordination of the following programs: Training Development program, District Library, USACE Knowledge Management, Central POC for Info Technology, and Budget/Contract Management.
Plans, assigns and reviews work of subordinates based on priorities, difficulty of assignments and capabilities of employees assuring that production and accuracy requirements are met.
Reviews and updates position descriptions, interviews applicants for vacant positions and makes and/or recommends selections for appointments, promotion or reassignment.
Develops performance standards for all positions and assures timely evaluation of performance by writing performance evaluations, evaluating work performance, recognizing achievements, rewarding performance, and counseling as necessary.
Hears and resolves complaints, takes disciplinary action as necessary or refers more serious unresolved complaints to higher level supervisor as appropriate.
Actively supports a variety of Human Resource programs such as Equal Employment, Wounded Warrior, Intern/student hiring, Affirmative Action, Safety, Merit Promotion, sound Position Management, Quality Initiatives, and adherence to Merit Principles.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- A valid State-issued Driver's License is required for this position.
- Travel of up to 20% of the time may be required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Submission of a Financial Disclosure Statement, OGE-450, is required prior to appointment and annually, thereafter.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Conducting program planning for large, multidisciplinary strategic planning initiatives assuring that production requirements are met; 2) Overseeing budget and expenditures for a complex organization; and 3) Assigning work of subordinates based on priorities, capabilities and difficulty of assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
