The primary purpose of this position is to serve as a Deployment Planning Specialist for the Deployment Policy branch of the Operations Management Division, Head Quarters (HQ) Air Mobility Command (AMC) Operations Directorate.

Duties

Reviews, analyzes, monitors, and tracks the personnel aspects of Time Phased Force Deployment Data (TPFDD) requirements for AMC forces. Serves as Air Mobility Command (AMC's) primary Point of Contact (POC) for tasking questions and issues. Provides technical assistance and advice to AMC Functional Area Managers (FAMS). Provides advisory services on substantive issues of moderate scope and impact. Provides substantive management support services in the areas of analysis, deployment planning, development of operational plan(s), training and/or deployment activity for organization(s) whose operations are interrelated and fairly stable to enhance services to supported theatre, Air Force Personnel Center (AFPC), command units, and deploying individuals.

  • Work requires travel away from the normal duty station. To include travel to CONUS and OCONUS locations, (cont'd)
  • (cont'd) including the AEF Center, to ascertain requirements and deployment planning policies, develop processes, and ensure fulfillment of deployment expectations.
  • May also require shift work and support to the AMC Crisis Action Team (CAT) as mission needs warrant.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, AF and Major commands (MAJCOM) deployment policies and procedures, implementation directives, contingency, mobility war planning strategies and resources, which can be used to interpret broad guidelines into specific organizational policies; Knowledge of work processes, practices, deployment planning and data systems issues and sources of technical data, which ensure thorough analysis, and evaluation of alternative approaches for satisfying Air Expeditionary Force (AEF) and AMC objectives, solving problem,, and improving processes; Knowledge and skill in applying analytical and evaluative methods and techniques to include deployment planning issues or studies concerning the efficiency and effectiveness of program operations. OR EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of 00D, Joint, Air Force (AF), Air National Guard (ANG), Air Force Reserve Command (AFRC), Air Force Personal Center (AFPC), AMC, and wing level deployment planning principles, operations, deliberate/crisis action planning, contingency mobility war planning, TPFDD building concepts, reporting and certification processes, deployment methodologies, directives, procedures, guidance, processes, and policies. Knowledge of AF and HQ AMC organization, programs, missions, data systems and functions along with knowledge of analytical and investigative techniques to review, analyze and advise on AF deployment planning, contingency mobility war planning, data systems and personnel mission requirements, and in the overall planning and execution of operations. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Ability to devise options for complex, diverse organizations. Comprehensive knowledge of automation systems such as Deliberate Crisis Action Planning and Execution System (DCAPES), Joint Operations Planning and Execution (JOPES), a, well as understanding of the Integrated Deployment System (IDS), Personnel Module (MANPER-B) and any other systems mandated for use. Ability to access or locate information through the use of a personal computer and software programs. Comprehensive knowledge of Microsoft Access, Microsoft Front Page, Microsoft Word, Microsoft Excel, and File Transfer programs. Skill in conducting detailed analyses of complex functions and work processes. Skill in obtaining information about missions, functions, and procedures. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to develop and analyze data to determine deployment objectives and goals, identify support requirements and establish relationships between the participants involved in deploying the plan. Ability to determine need for, develop, and conduct classroom training and instruction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
