The primary purpose of this position is to serve as the 325th Wing Fighter Enhancement Program Information Assurance Officer responsible for planning, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity and systems security of Automated Information Systems and Local Area Network/Wide Area Network systems.

Duties

Organizes and executes Information Assurance activities of the wing Advanced Programs Office, ensuring that Information Security and Automated Information Systems Security functional work areas at wing-level and subordinate organizations comply with legal and regulatory requirements and meet customer needs. Administrator for Wing Advanced Programs local area network (LAN) and wide area network (WAN). Implements and advises subordinate unit level IAOs on IT security policies and procedures to ensure protection of information transmitted to the installation, among organizations on the installation, and from the installation using Advanced Programs Local Area Networks (LANs), Wide Area Networks (WANs), or other communications modes. Provides customer technical assistance, training and support, both at home station and during deployed operations and exercises.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or
  • involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone or beeper.
  • Information Assurance Certification is a condition of employment. Incumbent must achieve the appropriate IA certification within 6 months of assignment of these duties, unless a waiver is granted.
  • Failure to achieve the appropriate IA certification within six months of assignment of these duties is reason for removal from this position.
  • This position is Emergency Essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.
  • Advance in hire may be authorized if there is demonstrable proof provided on your resume. Leave accrual may be authorized upon request.
  • PCS cost is not authorized.
  • Drug testing position. Employee must pass initial and periodic short notice drug testing.
  • Will be required to have, or obtain, and maintain a valid driver’s license in order to respond to security incidents at various locations geographically separated from the main office and during non-duty hours.
  • Consent to counterintelligence (CI) polygraphs and signature of nondisclosure agreements is a condition of employment. Refusal to sign said agreements or to polygraph will result in termination of employment.
  • Frequent travel TDY required (over 90 days per year), sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means, to western and non-western countries.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Employee must maintain medical, physical, and personal readiness to deploy in support of world-wide taskings to both western and non-western areas of responsibility.
  • Designated as key position, essential to accomplish wartime/contingency operations.
  • Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems). Specialized experience includes application of IT network systems design principles, methodologies; Planning, developing, testing, installing, operating, administering, and maintaining network services. Utilization of methods, techniques, and processes for integration and optimization of LAN/WAN components, infrastructure requirements, and test and evaluation methods. Installing and operative base wide programs; Providing resolution of customer problems by applying of customer support concepts and methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of IT principles, methods, regulations, policies, products and services sufficient to manage a classified security enclave, computers, communications, industrial, information, physical and personnel security programs. 2. Knowledge of IT security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditations reviews for installed systems/networks and assess/advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge of Sensitive Compartmented Information and Special Access Program information, industrial, physical, operational and personnel security principles, practices and policies as they apply to information systems security. 4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 5. Skill in organizing and prioritizing work tasks, even without direct intervention from the supervisor. 6. Ability to establish and maintain effective professional working relationships with higher headquarters, superiors, coworkers and customers in order to coordinate teams of people to cooperatively meet mission priorities. 7. Ability to communicate clearly, concisely, accurately and effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
