Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as assist in developing, implementing and overseeing programs. Assist in resolving legal and technical issues with high-level headquarters, regional, state, federal and industry and/or local officials. Provides advice and counsel on enforcement and/or other program trends across the Federal government and the region.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability serve as an authority to policymakers, other agency officials, state and local officials, industry representatives and other outside interests.
Knowledge of federal and state legislation, regulations, policies and guidance dealing with EPA funding programs to protect the environment and human health.
Skill to general and apply new hypotheses and agency directions in conducting and evaluating short or long-range projects or proposals.
Ability to analyze and communicate complex programmatic/policy matters to policy makers, technical staff, members of Congress, facility respondents, the news media, and the public.
Ability to identify issues needing study, legal, financial, or policy review.
Skill to generate new hypotheses in program planning, policy making, and decision making.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
