The Transportation Assistant is the primary contact to Veterans for transportation needs, reporting to the Mobility Manager. The Transportation Assistant collaborates with the Veteran Transportation Service (VTS) Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the VTS program.
Duties
The Transportation Assistant will operate within the Business Service located at the Topeka VA Medical Center with several Community Based outpatient Clinics. The incumbent reports directly to the Mobility Manager.
Major Duties and Responsibilities of the position include, but are not limited to:
Primary contact to Veterans for transportation needs and will collaborate with the Mobility Manager for transportation workload, forecasting, scheduling, procedure
development, quality improvement, implementation and evaluation of the program.
Independently manage the Medical Center's Beneficiary Travel Program.
Function as office Fund Control Point Clerk.
Function as the primary liaison between the program office and fiscal and administrative offices inside and outside the organization.
Coordinate all inpatient/outpatient transportation requirements for the facility.
Independently determine travel eligibility, validate need for transportation, and determine appropriate mode of transportation prior to initiating transportation consults.
Perform entitlement or post-entitlement work related to examination of claims for travel benefits.
Research all incoming veteran transportation invoices for validity and method of payment utilizing the Computerized Patient Record System (CPRS).
Audit completed invoices and final certification prior to payment; upon validation, initiate payment process within appropriate fund control point for mode of transportation/type of payment and track payment to check date.
Receive beneficiary travel claims, identify type of travel benefit claimed, check for completeness.
Develop evidence, determine eligibility and entitlement, and either grant or deny travel claims. Review all files for completeness and maintain controls to assist in the review and verification of claims as just and payable.
Point of contact for fiscal integrity of all Beneficiary Travel Fund Control Points; Initiates and/or monitors all requests for increase/decrease, adjustment or movement of funds within all Fund Control Points. Initiates, or accomplishes as requested all required fiscal reporting on fund control point activity and forwards through station chain of command to Fiscal Office as needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Scheduling patient appointments; Entering travel authorizations; Completing patient consults; Entering data into computer; determining enrollment and eligibility; Operating standard office equipment (for example, telephone, typewriter, fax, photocopier, calculator); Determining appropriate services for clients or customers; Making or receiving telephone calls; Processing incoming forms, records, or other documents; and Recommending solutions to complex problems.

Physical Requirements: The work requires some physical exertion, such as: walking (up to 1 hour per day), standing (up to 1 hour per day), use of fingers, light lifting, under 15 pounds.
