The incumbent as a Transportation Assistant (Fleet Management) for Engineering Service at Eastern Kansas Health Care System; comprised of two Medical Centers. The incumbent is responsible for the effective and efficient management, operation, coordination, planning, and direction of the Fleet Management Program.

Duties

Duties include, but are not limited to: The incumbent duties is to administer, supervise, and give guidance within their perview and perform work involving planning and directing motor vehicle transportation operations service within the two campus medical facilities of Eastern Kansas. Incumbent performs audits and inspections as it relates to transportation operations and management of GSA vehicles... Primary responsibility is to monitor and manage the the GSA (General Services Administration) Fleet Vehicle Program assigned to two major VA Medical Centers that of Eastern Kansas Health Care System (EKHCS). The functions of Transportation Operations Specialist Covers both the Topeka and the Leavenworth Campuses. Incumbent is responsible for inspecting the care and compliant usage of all such vehicles by ensuring that proper procedures. safety rules, and regulations are being followed in the daily usage of the medical centers fleet vehicles. Provides support and guidance for accident investigations as it relates to transportation operations and management of GSA vehicles... Responsible for thorough audits to ensure that proper maintenance records are kept Responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on vehicles utilized by both medical centers. Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, para-transit vehicles, and special purpose vehicles to two Medical Centers within an assigned geographical area. Coordinates and provides maintenance schedules to all fleet owners and completes all reports required by local directives, VISN. and VA Central Office (VACO) ??or vehicles. The Trasportation Assistant (Fleet Management) continuously updates vehicle data bases and provides ongoing updates to the Engineering Service Line Manager (and the Engineering Service Staff), the incumbent's immediate Supervisor. Participates in VA Central Office level vehicle, VISN, and Eastern Kansas subcommittee Coordinates and provides to VISN and VA Central Office (VACO) suspense reports that require review and comment, from the field, for policy Directives or DUSHOM's {Deputy Under Secretary for Safety, Health, & Operations Management). Reviews with Medical Center staff HSPM (Health Care System Policy Memorandum) dates and related use of fleet vehicles issues. Complies with and responds to VISN and VACO reporting and suspense taskers levied to the Medical Center Fleet Management Program. Updates stickers for vehicles that are fleet vehicle replacements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience includes demonstrated knowledge of fleet operations, familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of and ability to exercise transportation management of a vehicle program are a requirement. Through these skills, the incumbent must be aggressive in counseling the end users of fleet service in developing and maintaining sound structure, improving methods and procedures, and seeing the effective use of vehicles, funds, and materials. Incumbent must be knowledgeable to coordinate programs that ensure compliance in the proper maintenance of all government (GSA) vehicles assigned to the Fleet Vehicle Program. Understands laws and regulations to assist with the facility meeting all standards and requirements as it relates to transportation operations and management of GSA vehicles. Knowledge of a wide range of aspects of Transportation Operations concepts, principles, and practices of the Transportation field and of the administrative skills associated with doing the work of the position. This also includes the skill of applying such knowledge to difficult and complex work assignment's associated with duties of this position. Such complex work assignments include a Comprehensive technical I knowledge of both standard and special purpose vehicles and equipment in a fairly large medical center fleet vehicle program: Specifications, capabilities, cost and market trends and operating characteristics. Knowledge of an extensive body of transportation regulations. policies, precedents, and guidelines as applicable to the mission of Engineering Service and (Fleet Management). Incumbent must develop and maintain a good working knowledge of VA guidelines, policies and procedures as contained in Federal Fleet Management Guidelines, local, VISN, CEOSH, VACO. local, federal and state regulations. This is done by researching websites, VA Directives, and other printed matter. Knowledge of, identifies and understands the issues involved in each assignment and determines what steps and procedures are necessary and the order of precedence in the management of the fleet vehicle program of a two campus medical center(s). Knowledge of and keep informed of the rapid advancements and changes in fleet regulations. Must has a thorough understanding of the principles of economics, coupled with sound judgement. A great part of the work requires original thinking and planning and the ability to adapt the fleet program to funds available. Specific knowledge of agency operations and activities supported tiy the utilizations of government (GSA) fleet vehicles. Extensive knowledge of the activities and operations of a medical center. Knowledge of the organization of Eastern Kansas Health Care System (EKHCS), while working with VISN, VACO, GSA, and state & local agencies, in order to coordinate and manage a fleet vehicle program. Knowledge of adverse or inclement weather procedures and polices that may impact the use of government (GSA) fleet vehicles. Ability to function independently in the management and allocation of fleet vehicle resources and utilization of related manpower. Ability and knowledge to deal effectively with customer agencies and with state and local governments, transportation policy committees, and local planning commissions that relate to the use and operation of government (GSA) fleet vehicles. Ability to adjust work operations and schedules to meet emergency or changing programs on vehicle related requirements within available resources and with minimum sacrifice of quality and quantity of service provided. Knowledge of budgetary information and procedures that supports plans and vehicle inventory in the proper management and utilization of the medical center fleet vehicle program. A good working knowledge and skill of personal computers and software (MS Office, Word, & Outlook), spread sheets (Excel), au1omated status reports, and management/ maintenance of data bases (CARS, GSA database.
