The selectee will serve as part of the fee management work group overseeing daily operations of entrance stations, campgrounds, a central remit office, and traffic control operations at the historic Zion-Mount Carmel Tunnel.
Duties
This position will provide support in overseeing the daily operations of Zion's complex fee collection program which includes entrance stations, campgrounds, central remit office, and traffic control operations at the historic Zion Mt. Carmel Tunnel. The incumbent will be supervised by the Revenue and Fee Business Manager. Staff reporting directly to the incumbent will include Supervisory Recreation Fee Technicians, Lead Recreation Fee Technicians, and volunteer camp hosts.
The position will serve as a subject matter expert for Recreation.gov and will oversee the management of camping seasons, campground inventory, and coordinating annual market pricing studies. There will be a subordinate staff member primarily responsible for campground operations, but the incumbent will be ultimately responsible for the program's success.
The incumbent will lead collaborative recruitment efforts for all subordinate positions. The position is responsible for understanding and adhering to prescribed human resource policies during the recruitment process.
The position will support fee program reviews to ensure that concepts outlined in RM-22 are being applied in daily fee collection operations. The incumbent will interpret visitor use trends and changing management goals to maximize efficiency of fee collection operations.
The position will support classroom and field training opportunities for all new subordinate staff. Occasionally the incumbent may be asked to provide orientation to fee collection operations for other work groups in the park.
Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties.
Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may be frequently performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be perfomed alone and/or in isolated locations.
Qualifications

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-07 "technical" work alone is not qualifying for this series. You must provide hours per week and from/to dates on your resume.
Examples of qualifying specialized experience may include:
Managing, leading, or supervising a fee/revenue collection staff (i.e. in a campground or entrance station);
Evaluating and analyzing visitation trends and revenue generation to improve efficiency;
Managing a business, performing reconciliation of expenditures, and/or creating financial reports; and/or
Experience using software programs such as word processing, spreadsheet, or database (e.g., Excel, Rec.gov, Teams, SharePoint, or similar) systems.

EDUCATION: Successful completion of a master's degree or equivalent graduate degree or successful completion of at least two full years of progressively higher-level graduate education leading to such a degree in a directly related field such as business administration, finance, accounting, or other closely related subjects OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. You must provide transcripts that demonstrate graduate level coursework.

COMBINATION: Successful completion of a combination of education and experience as described above. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants. To combine education and experience, first take percentage of required graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must provide transcripts that demonstrate graduate level coursework.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
