This Supervisory Recreation Fee Specialist position is located at Zion National Park in Springdale, Utah. This position is under the Division of Visitor and Resource Protection, and is supervised by the Chief Ranger. Open to the first 50 applicants or until 07/24/2023 whichever comes first. Duties

This GS-0501-12 Supervisory Recreation Fee Specialist ("Fee Manager") position is located at Zion National Park in Springdale, Utah. Major Duties: This position manages a robust fee operation at one of the busiest National Parks in the country. Staff welcomes over 5 million visitors annually through the following collection sites: 2 vehicle entrance stations that support a total of 6 booths, one pedestrian entrance, a Visitor Center that conducts fee operations, 3 campgrounds, and a tunnel escort operation. Supervises 3-5 direct reports, leads a total staff of 35 - 40 total Fee employees, and oversees the retention, recruitment, and training of new employees. Directly responsible for a budget of over 2.5 million, programming of positions, purchasing supplies for the operation, updating and maintaining fee related PMIS projects, and the processing of over 16 million dollars in fee revenue each year. Manages a complex staffing schedule that allows staff to rotate to various workstations throughout the day. Responsible for the overall integrity of the operation, ensuring that monies are appropriately collected, remitted, accounted for, and deposited while maintaining checks and balances in accordance with RM22. Physical Demands: The work of this position is typically sedentary, however the work may occasionally require standing for long periods of time, as well as walking, bending, and lifting of moderately heavy items. Working Conditions: This position typically works in an office environment, but may also work at an entrance station, visitor center, and/or visitor contact station. The work area is usually adequately lighted, heated, and ventilated.

Qualifications

All qualifications must be met by the closing date of this announcement-07/24/2023-unless otherwise stated in this vacancy announcement. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). You must include hours per week worked (i.e. 40 hours per week) and a to/from month/year date format. The specialized experience includes activities such as: Managing and overseeing a park-wide revenue and fee program which includes the operation of a visitor transportation service, and developing operating plans and procedures for a fee collection program. Managing and overseeing a fee operation with a variety of collection venues and methods such as entrance stations and campgrounds utilizing Point of Sale systems, remittance and deposit software and credit card payment processing technology to ensure accountability for remittances. Directly supervise a staff of permanent and seasonal revenue and fee revenue employees providing the full range of supervision to include directing staff, hiring, developing performance standards, providing performance evaluations, and approving leave. Collaborating with other divisions in the development of a comprehensive fee collection program. Developing and tracking annual operating budgets associated with fee collection including cost of collection funds. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
