As a Lead Transportation Assistant for Health Administration Service located at the West Palm Beach VA Medical Center, you will collaborate with the Veterans Transportation Service (VTS) Mobility Manager for transportation workload forecasting, scheduling design, procedure development and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the VTS program.

Duties

Major duties include but, not limited to: Meets the needs of customers while supporting VA mission. Handles conflict and problems in dealing with the customer constructively and appropriately. Communicates and treats customers (Veterans, their representative, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Demonstrates the ability to work effectively with others and provides the customer with consistent information according to established policies and procedures. Provides workload distribution and control for Motor Vehicle Operators. Manage emergency situations. Knowledgeable in consult management, scheduling, admissions, discharge, transfer, and administration with patient processing including diagnostic tests and studies, availability of these within the medical center, and procurement outside this medical center when not available at this facility or other VA facilities. Knowledgeable of the various departments within the medical center and the policies and procedures of each unit as they relate to the VTS Program, clinics, and patient care. Demonstrated knowledge of the Scheduling Package, Patient Care Encounters (PCE) Package, and Consult Management processes, Advanced Clinic Access principles, in addition to the VTS computer program and its use in VISTA applications. Performs a detailed analysis of the data and generates a variety of reports of proper usage of resources and government expenditures to the Mobility Manager, Facility Administration and to the National Veterans Transportation Program (VTP) leadership. Coordinates with various clinics consists of conferencing with service representatives, nursing staff, ward administration staff, outpatient clinic scheduling staff, surgical scheduling staff and the VTN to discuss interpretations of new or changing regulations and to monitor procedure and work or procedures with the medical units. Assists with instructing drivers in the use of VTS Vetride MDC units/tablet, all traffic laws and safety regulations, as well as the safe loading and unloading of the vehicles. In addition, is available to give direction in cases of intoxicated patients, issues of disruptive behavior or assist in contacting medical staff at the facility for urgent medical situations and pass along information back to the driver when needed. Incumbent will continuously remind drivers of the seatbelt requirement and the use of government cell phone use while operating government vehicles. The incumbent should be adept in the use of Vetride that must be utilized on a routine basis to enter trip requests and schedule trips. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinates functions related to the service by providing transportation support to Veterans, makes independent decisions that incorporate knowledge of regulation and procedures that affect the accuracy and reliability of Veterans Transportation Service (VTS); supports clinical services in all administrative operations associated with the processing of VTS program patient scheduled for transportation, treatment, and clinic visits; serves to facilitate patient treatment and directly affects the quality of health care rendered at the medical center. You will be rated on the following Competencies for this position: LeadershipOrganizational StewardshipVeteran and Customer Focus Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and demands due to program changes.
