Veteran Transportation Service (VTS) will operate within the Medical Administration Service located at the West Palm Beach VA Medical Center with several Community Based Outpatient Clinics. This position collaborates with the VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veteran Transportation Services program.
Duties
Forwards correspondence to receiving facility travel department and/or physician via itinerary or stated preferences with destination and time.
Will keep in touch with traveler in route to resolve potential problems.
Maintains communications with receiving facilities regarding beneficiaries return travel arrangements.
Act as a liaison between vendors and Fiscal Service for invoices pending payment.
Writes or selects appropriate letters explaining disposition of unauthorized travel claims.
Responsible for explaining their regulatory guidelines to beneficiaries for submitting any unauthorized ambulance claims to the VA Medical Center for consideration of payment.
Interacts with patients in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient.
Knowledge of the administrative consult process for special mode eligibility determination.
Knowledge of travel rules and regulations in M-1, Chapter 25, Beneficiary Travel, Code of Federal Regulations, Chapter 17 and MP-1, Part 2 regarding legal entitlement to travel reimbursement.
Maintains statistical information and prepares reports to management on the status of funds.
Responsible for balancing, reconciling, and adjusting invoices for payment. Documents and prepares monthly account synopsis for the COTR quarterly to justify yearly ambulance contractual compliance.
Work Schedule: MONDAY through FRIDAY, 8:00AM-4:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Proficiency Requirement: For position with Office Automation (OA) you must be able to type 40 words per minute based on a 5 minute sample with 3 or fewer errors. To meet this requirement you must do one of the following:

Present a certificate of proficiency from a school or other organization authorized to issue such certificate by the Office of Personnel Management.
You may qualify based on your experience as described below:
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Performing work that involves consulting management, appointment scheduling and admissions scheduling.
Reviewing documents, reports and/or applications for omissions and inconsistencies.
Aggregating in-coming data from a variety of sources.
Provides technical and management guidance.
Maintaining automated system of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc.

Physical Requirements: The work is primarily sedentary.Duties involve considerable amount of time sitting and may include occasional bending, standing, lifting, and carrying of manuals or files. A substantial amount of work time involves reading, typing/writing, and utilizing computers.
