The primary purpose of this position, Management Analyst, GS-343-09, is to serve as the Quality Assurance Program/Office Manager, performing various administrative and office functions. Duty Title: Program/Office Manager

Duties

Prepare and finalize a variety of correspondence, reports, and other documents; determining and modifying format, content, and frequency requirements from information obtained, insuring all suspenses are met. Serve as the program manager for the self-inspection program; responsible for developing, deploying, consolidating, tracking and analyzing all areas related to compliance of the self-inspection program. Perform administrative work. Requisition, receive. stock, track, account, and is financial responsible for office supplies, services, support, and related materials using the guidelines established by the Government Purchase Card. Operate personal computers using a variety of word, graphic, mid statistical based programs to track daily administrative duties, financial accountability (Government Purchase Card), time and attendance, management schedules, training, and report findings. Maintain a professional, courteous, and effective working relationship with supervisors, coworkers, visitors, and job­ related contacts.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes analyzing, evaluating, and/or improving the efficiency of internal administrative operations, organizations, or management; perform fact-finding and investigative techniques; oral and written communications; and development of presentations and reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post 1 full year of graduate level education (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work) or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of extensive rules, procedures, or-operations applied to management and administrative wort of the office, such as preparing and editing documents, locating and assembling information for various reports, maintaining files/records, and the use of operating instruction and technical data. Knowledge of correct grammar, spelling, punctuation, capitalization and formatting and editing of written correspondence and reports; a variety of knowledge related to textual documents, such as letters, reports, memos, and form letters will be required. Knowledge of computer programs, software, graphics, and equipment with the ability to apply that knowledge to collection, compiling, and analyzing data and information to support office operations. Knowledge of statistical techniques used in planning, implementing, evaluating. and analyzing customer support and process evaluations; through the use of assessment techniques as they relate to higher headquarter directed inspections. Ability to communicate orally and in writing to provide managers, supervisors, and employees program status, requirements, and evaluation/analysis results. Ability to plan, organize work, and meet deadlines, based on accepted principles of process improvement and or established management principles. Ability to establish effective professional working relationships with coworkers, managers, supervisors, and employees contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary with some walking and standing required to perform program coordination, analysis, assistance, and briefing responsibilities; may be required to carry items weighing 25 pounds or over with assistance, such as papers, boxes, equipment, files, etc. WORKING ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office and other work areas throughout the group in the performance of the position duties. Travels to Command installations to attend conferences or working groups may be required.
