This position is located within the Office of the General Counsel (OGC) of the Millennium Challenge Corporation (MCC). OGC's mission is to provide full-service legal support for all requirements driven by MCC's mission. Although the position is advertised equivalent to GS-11, MCC uses a pay banded system to compensate employees. This position is pay band 4C which is generally equal to GS-11.

Duties

Performs administrative tasks in support of the OGC Administrative Law Division program offices which include the Ethics, Freedom of Information Act (FOIA), and Whistleblower Protection program offices. Proofreads legal documents, coordinates calendars and schedules depositions. Creates, revises, and maintains various automated systems to track reports, work products, and information related to the administrative law portfolio. Tracks delegations of authority, memoranda of understanding, and Executive Orders. Drafts and finalizes correspondence and internal administrative procedures and delegations of authority. Reviews and analyzes FOIA requests and records, ensuring the FOIA reading room is up to date, and ensuring that FOIA reports are accurately and timely filed with the U.S. Department of Justice, Office of Information and Privacy. Serves as the Contracting Officer Representative (COR) and provides ongoing contract management support acquisition planning, drafting and reviewing documents, and coordinating contracting matters with the Contracts and Grants Management Division Assists with planning and coordinating travel, including formulating schedule, securing necessary travel authorizations and clearances, visas, tickets, and other transportation and accommodation requirements. Coordinates the preparation of travel documents, authorizations and vouchers using the automated travel management system. Performs administrative tasks in support of planning and coordinating Administrative Law Division attorney training requests. Assists with training and professional dues reimbursements. Monitors and tracks expenditures and prepares summaries and reports for management. Collaborates and supports the preparation, revision, monitoring and evaluation of OGC's budget and funding estimates for regular salaries, administrative expenses including training and due diligence expenses, travel expenses, and OGC contracts. Ensures departmental compliance with federal recordkeeping requirements and MCC policies on records. Recommends methods to improve the collection, organization, preservation, accessibility and ease of access to records and other memoranda, analysis, and documents. Serves as back-up support on administrative matters applicable to MCC Board of Director meetings and committees, including preparatory meetings, compilation and distribution of materials and coordinating with other stakeholders. Conducts research and compilation of data from diverse sources, extracts and assembles information, conducts analysis and may develop reports and presentations. Serves as a notary. Performs other related duties as assigned.

Qualifications

To qualify for pay band 4C you applicants also meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5 (GS-9) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; coordinating administrative program activities such as travel, budget, contracts, scheduling, etc.; using automated systems to track work activities, correspondence, prepare reports, coordinate activities, etc.; preparing reports, agendas, memoranda, briefing materials, summaries, presentations (slides, charts, graphs etc.) and conducting research to support program activities; using MS Word, Excel PowerPoint, MS Project, and Web-based management information systems (e.g. SharePoint) to produce documents, reports, and to track and follow-up on programs and projects; and preparing correspondence, recommendations, reports, and memoranda and reviewing and editing documents for accuracy. Note: This experience MUST be well documented within your resume or application. OR (2) Applicants may also qualify based on completing requirements for a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must be related to the work of the position and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR (3) Applicants may qualify based on equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Such education must be related to the work of the position and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Highly Desirable: Knowledge of Office of General Counsel administrative support work processes and operations. Highly Desirable: Knowledge of basic legal terminology in order to proofread documents and to edit and draft correspondence. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to or GS- 9 to be eligible for pay band MC-4c.
