This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The Community Based Outpatient Clinic (CBOC) Supervisory Social Worker reports directly to the CBOC Senior Social Work Supervisor and is responsible for the supervision of the Social Work staff within the CBOC's. The Supervisory Social Worker will provide administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Supervision will be in consultation with each CBOC Director for the respective clinics, and the Social Work Leadership. The supervisor will be required to be on site intermittently at each of the CBOC locations for direct supervision of staff. Duties include, but are not limited to: Develops and implements methods for measuring effectiveness of therapeutic interventions by utilizing outcome evaluations to improve treatment services; Develops methods to track productivity, and clinician "follow through" with patients; Manages a growing Social Work Intern program with four university affiliates and over 12 trainees annually (including 10 VA MSW Stipends); Provides services at multiple sites of care as well as in community-based locations across a broad geographic area and is responsible for an annual budget. Independently provides consultation services to other staff regarding the psychosocial needs of Veterans and the impact of psychosocial problems on health care and adherence to the treatment plan; Evaluates own practice through professional peer review, case conferences and other organizational means; Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications; Provides sufficient clinical care for competency assessment, peer review, and credentialing and privileging processes; Offers training and consultation to colleagues and students on the psychosocial issues involved in therapeutic process, rendering professional opinions based on experience and expertise, and will role model effective social work practice skills; Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised; Develops work improvement plans, recommending personnel actions as necessary; Utilizes general knowledge of Veterans' benefits and services relating to special programs, service-connected compensation, non-service connected pension. Facilitates referrals based upon Veterans needs and eligibility; Performs on-call duties on a rotating basis, as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Individuals assigned as a social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Preferred Experience: Three years of supervisory experience. Ability to multitask and work in a complex mental health environment Experience in an outpatient clinic References: VA Handbook 5005/120, Part II, Appendix G39 dated September 10, 2019. The full performance level of this vacancy is GS-12. The grade at which an applicant may be selected for this vacancy is GS-12. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation. May require standing, lifting, carrying, sitting, stooping, bending, pulling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Driver's license and ability to operate a government vehicle required. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
