This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

HUD provides Housing Choice Section 8 vouchers through local and rural Public Housing Authorities. The VA provides the intensive case management and supportive services to Veterans that receive the Section 8 vouchers. The program is organized into "shared caseload" teams that provide case management, recovery interventions and psychotherapy in individual and group settings using virtual, in person or telephone modalities. Services are provided at the MEDVAMC, in the community and in Veterans' Homes. HUDVASH also provides individualized specialty interventions for medical and independent living needs. The HUDVASH team coordinates and facilitates communication and treatment planning with other programs and services in the hospital to assist the Veteran with meeting treatment and service needs. Duties of the Social Worker (Program Coordinator) HUD-VASH include but are not limited to: Administer information and analytical systems to evaluate and enhance the quality of service provided to patients. Develop and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. Develop implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Supervise a group of employees performing work at various GS levels (e.g. social workers, peer support specialist, psychologists, nurses, occupational therapists, addiction therapists, clerical staff, health techs, program support assistants, etc.) and provide administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, CBOC involvement and efforts at other sites within the health care system. Incumbent serves as a referral and social work resource specialist point person for Veterans, families, VA Central Office, community agencies and outreach efforts. Incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education- Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure- Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency Requirement - Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS13 Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Preferred Experience: Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). The full performance level of this vacancy is GS13. Physical Requirements: Performing activities such as sitting, walking, standing, bending and carrying items such as books, papers and files are required. When carrying out job related duties, it may be necessary for the incumbent to travel throughout the MEDVAMC catchment area to meet with Veterans, their families, community partners, internal/external stakeholders and other representatives to complete official job related duties. The incumbent must possess a current and unrestricted driver's license and be able to operate a GSA vehicle. S/He has the ability to drive in the community on freeways, highways, and surface streets in moderate to heavy traffic for several hours a day from moderate to high distances. Physically being able to lift and carry objects up to 40 pounds.
