About the Position: This position is located with the Directorate of Public Works, Fort Campbell, KY. Fort Campbell lies on the Kentucky/Tennessee border between Hopkinsville, Kentucky and Clarksville, Tennessee about 45 miles northwest of Nashville.
This is a developmental position, GS-08, FPL GS-09. Management may select at either grade level.
Duties
Perform surveillance, control and on-site inspection of construction projects and construction type service contracts at all stages of construction for compliance.
Advise the contractor of contract provisions such as project schedule, safety requirements, use of Government furnished material, equipment and/or utilities.
Review drawings and specifications prior to contract to become familiar with the construction plan and specifications.
Develop cost estimates for changes to construction plans and specifications and negotiates such changes with the contractor or his representatives.
Work with contractor's representative to establish plans to accomplish, contract and/or to coordinate work with an activity or affected occupants.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain, posses and maintain a valid driver license.
- A pre-employment physical is required; and, additional follow-up physical exams are required every two (2) years.
- May be required to wear appropriate protective clothing and/or equipment to minimize or eliminate hazardous conditions.
- Required to successfully complete Contracting Officer's Representative (COR) training IAW DoDI 5000.72.
- Position requires lifting up to 40 lbs.
- Position requires the ability to climb ladders, scaffolds, and stairs.
- Position requires the ability to stand, walk, crawl, stoop, and bend for long periods of time.
- Position requires work in close and confined areas.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-08: One year of specialized experience at the next lower grade level or equivalent in the Federal service which includes: 1) Interpreting construction plans and specifications; 2) Conducting construction activities such as erection, demolition, assembling, altering, installing or equipping of buildings, structures, roads or appurtenances; and 3) Reporting potential problems in construction phases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
Specialized Experience GS-09: One year of specialized experience at the next lower grade level or equivalent in the Federal service which includes: 1) Investigating construction, materials, and/or workmanship for adherence to plans/specifications; 2) Reviewing drawings/specifications for construction plans; 3) Reviewing contractor submittals; and 4) Establishing plans for accomplishing contracted work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education: 2 full years of graduate education or a Master's degree in a major that is directly related to the work of this position. (Note: You MUST submit a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60.
