Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Grants Management Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: GS-9 Negotiates and administers a limited portfolio of grants and cooperative agreements, which includes applying knowledge of organizational needs and deadlines and consistent follow-up to ensure receipt of required documentation. Appraises the grantee of the responsibilities, requirements, and grants management policies and procedures to be followed during the life of the grant and in proper use of public funds. Reviews all appropriate data to determine the adequacy and acceptability of applicants. Receives all progress, financial status, closeout, and other reports required by the terms and conditions for the grant and exercises responsibility for ensuring that such reports are properly processed. Monitors the grants process and maintains close coordination with program officials to ensure that all required actions are executed by grantees and the government in a timely manner. Prepares and executes grant awards and all amendments and correspondence. Negotiate and coordinate with the procurement and grants staff and grantee institutions to assist in appraising policies. GS-11 Provides assistance in the administration of a grant portfolio including setting appropriate work priorities, applying knowledge of organizational needs and deadlines, and consistent follow-up to assure receipt of required documentation. Ensures grantee complies with established administrative and financial policies, and procedures. Reviews all appropriate data to determine the adequacy and acceptability of applicants. Responsible for program policy development Receives all progress, financial status, closeout, and other reports required by the terms and conditions for the grant and exercises responsibility for ensuring that such reports are properly processed. Monitors the grants process and maintains close coordination with program officials to ensure that all required actions are executed by grantees and the government in a timely manner. Prepares and executes grant awards and all amendments and correspondence. Negotiate and coordinate with the procurement and grants staff and grantee institutions to assist in appraising policies. GS-12 Plan and evaluate in-depth financial and administrative analyses of a variety of grant mechanisms to determine if costs are reasonable and allowable within prescribed policies covering items such as personal services, equipment, facilities, and other relevant factors. Providing administration of a grant portfolio including setting appropriate work priorities, applying knowledge of organizational needs and deadlines, and consistent follow-up to assure receipt of required documentation. Conducts site visits of potential grantees to assess their business management capabilities. Ensures that all required grant actions are executed by grantees and the government in a timely manner both prior to, and after award over the grant life cycle. Provides guidance and interprets grants policy and procedures to program staff, principal investigators, and administrators at grantee institutions. Attends grant review meetings and providing administrative and budgetary information.

Qualifications

WHAT WE ARE LOOKING FOR GS-9 To qualify for this grants management position at the GS-09 level, you must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-7 grade level in the federal service performing at ALL of the following: Assisting with and reviewing documents related to a programs lifecycle that could be similar to grant pre-award, award, and/or post award activities. Reviewing documents (e.g., proposals, reports that are like grants or cooperative agreements, and other related instruments) for adherence to a programs policies and regulations. Applying analytical and evaluative techniques to identify and resolve issues/problems of a procedural or factual nature; writing letters, memoranda, and operating procedures, directives or guides to convey information relating to program management activities. OR Education Substitution: A master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR A combination of education and experience as described above. GS-11 To qualify for this grants management position at the GS-11 level, you must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-9 grade level in the federal service performing at least ALL of the following: Administering federal assistance awards such as grants and cooperative agreements. General working knowledge of federal financial assistance regulations, policies, and procedures. Monitoring grant management activities throughout the grant lifecycle. Preparing, processing, issuing, and tracking work products related to grant awards as well as compliance with reporting requirements, laws, and regulations. OR Education Substitution: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR A combination of education and experience as described above .GS-12 To qualify for this grants management position at the GS-12 level, you must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the federal service performing at least ALL of the following: Reviewing, analyzing, and evaluating applications, plans, budget estimates and cost analysis. Developing and interpreting policy and/or providing guidance for applying administration policy, procedures, techniques, and methods. Reviewing grants and/or cooperative agreements or similar work products to ensure compliance with statues, regulations, and agency policies.
