This position is located in the Office of General Counsel, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-14, MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.

Duties

Serves as an advisor and technical resource to MCC officials and employees by providing ongoing support and legal advisory services with respect to complex and difficult questions impacting MCC administrative programs and operations. Drafts interpretative analysis of program policy development associated with a variety of critical MCC programs and operations. Researches and prepares memoranda on legal issues related to the regulations and statutes applicable to MCC's foreign assistance mission and administrative litigation matters, Represents the agency in investigations, administrative proceedings, and in alternative dispute resolution (ADR) proceedings and performs other legal responsibilities related to federal procurement laws, fiscal law, personnel law, and general litigation and administrative matters. Coordinates with the Department of Justice on all civil litigation matters affecting MCC. Ensures all MCC officials are kept informed of new or changes to existing administrative laws, rules, and regulations affecting MCC programs and operations. Assists in all aspects of the ethics program, including review of required financial disclosure reports, training agency employees on the Standards of Ethical Conduct, and providing advice to employees on a case by case basis. Provides legal support to MCC's Chief Freedom of Information Act (FOIA) Program Office. Assists the Chief FOIA Officer, FOIA Appeal Authority, or FOIA Public Liaison in tasks related to all FOIA/Privacy Act requests. Ensures legal opinions, briefs, memoranda, etc. are fully researched, and contain appropriate legal and policy conclusions. Recommends and formulates MCC's position regarding difficult and complex legal problems and issues that may be controversial or of significant public interest. Performs related duties as assigned.

Requirements

  • Must be able to obtain and maintain a federal security clearance
  • Relocation expenses will not be paid

Qualifications

To qualify for pay band 3b applicants must meet the following: Applicants must have had a minimum of seven (7) years of experience in providing legal advisory services on or litigation of federal labor and employment law, or federal labor and employment statutes, regulations, policies, and procedures. (This experience must have provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Note: This experience MUST be well documented within your resume or application). Highly Desirable: Experience as a technical resource and advisor on Freedom of Information Act (FOIA) statutes, regulations, policies, and procedures. You must provide evidence of active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
