This position serves as the Director for the Program Integration and Logistics Operations (PILO). The PILO's functions include providing advice and recommendations related to the alterations and repair, and renovations, design, and construction to the physical facilities, with the intent of accommodating increases or changes to facility usage patterns, as well as oversight of capital improvement projects.

Duties

As the Director, Program Integration and Logistics Operations, you will: Manage space alterations and infrastructure changes to critical facilities as well as leased buildings, where employees carry out unclassified, sensitive, and classified work. Plan, develop, and implement policies, standards, and procedures for building alterations and lease management activities that include budget formulation, justification, and execution. Manage the Property Management Program, formulating policies and procedures and ensure the Accountable Property Representatives are properly trained. Ensure that the organization's strategic plan, mission, vision and values are communicated to staff and integrated into the office's strategies, goals objectives, work plans, and work products and services. Supervise direct report subordinate supervisors and has oversight responsibility of alterations/space and property management staff.

Requirements

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • First time supervisors will be required to serve a 1 year probationary period.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position has been designated as a Tier 5 and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 level. Specialized experience for this position is defined as meeting ALL of the following: Managing all aspect of building alterations (drafting of construction documents, developing scopes of work, construction management and inspection). Implementing policies, standards and procedures relating to office space management, assignment, allocation, and utilization. Managing leased space (including the acquisition and disposition of leased space). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
