This National Guard position is for a IT CYBERSECURITY SPECIALIST (INFOSEC) (TITLE 32), Position Description Number D2524000 and is part of the OR DCSIM, National Guard.

Duties

As a IT CYBERSECURITY SPECIALIST (INFOSEC) (TITLE 32), GS-2210-9/11, this position is located at the JFHQ-State in the Chief Information Officer directorate. The primary purpose of this position is to provide auditing to ensure secure operations of the network enclave and provide incident response actions as directed by the cybersecurity service provider. 1. Conducts audits of information systems compliance, to include network devices; servers; and end user devices, related to security standards, guides and application updates to enable and ensure accreditation of all systems IAW with all command, Army, and DOD security directives, policies and procedures. Ensures that all elements are in compliance with guidance concerning accreditation of automated information systems, risk management, control of computer viruses, and other similar issues. 2. Reviews Army Training and Certification Tracking System, approves new user accounts, and conducts ongoing audits to ensure all privileged and user accounts comply with Army Standards. 3. Conducts investigation of security incidents, reports findings to leadership and remediates findings based on guidance from the cybersecurity service provider and IAW with all command, Army, and DOD security directives, policies and procedures to include: computer viruses and sanitation of highly classified information from organization. 4. Reviews submissions to Change Configuration Board, or other bodies proposing changes, to network or information systems and applications and makes recommendations to senior cybersecurity team lead. 5. Maintains an operational knowledge base of past, current and possible future threats to the security posture by attending courses, conferences, seminars, online research, and information sharing between other Cybersecurity/Information Assurance professionals. Must anticipate the effects of new emerging technology and develop policies to control it to prevent security violations. Makes recommendations regarding policies and/or procedures to prevent or react to security concerns. 6. Performs other duties as assigned.

  • This is an Information Assurance Workforce position. Selectee must meet position requirements for certification at Level II in IAT-II. Certification requirements may be found in DoD 8570.01-M Information Assurance Workforce Improvement Program.
  • Position IT specific certification required within 6 months IAW DoD 8570.01-M (baseline security and computing environment).
  • The position requires a TS/SCI clearance per Army policy, JWICS, and COMSEC duties (TS account).

Qualifications

Areas of Consideration: Area 1 - Current permanent and indefinite T32 technicians of the Oregon ARNG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ARNG. Area 3 - Current service members in the Oregon ARNG. GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking. Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-09 - 1-year specialized experience equivalent to at least the next lower grade (GS-07). Experience that demonstrated knowledge of computer requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided. The assignments must have shown completion of the following, or the equivalent: Analysis of the interrelationships of pertinent components of the system; Planning the sequence of actions necessary to accomplish the assignment; and Personal responsibility for at least a segment of the overall project. Specialized experience includes experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS-11 - 1-year specialized experience equivalent to at least the next lower grade (GS-09). Experience that demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general design criteria provided, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Accomplishments, in addition to those noted for the GS-9 level, normally involve the following, or the equivalent: Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and Adaptation of guidelines or precedents to the needs of the assignment. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Position is designated as PR-VAM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.
