The U.S. Department of Justice, Environment and Natural Resources Division (ENRD), seeks a Deputy Section Chief for ENRD's Environmental Enforcement Section. Duties

Through settlement efforts and civil litigation in the federal district courts, the section enforces pollution control, environmental cleanup, environmental cost recovery, and natural resource damage laws across the nation. In carrying out that work, the section works with and for a variety of federal agencies, ranging from EPA and Coast Guard to NOAA, DOI, and DOD. The section also partners with other parts of DOJ, including with U.S. Attorney Offices, and with state enforcement authorities. In carrying out its work, the section also implements enforcement policies and priorities of the United States government, at present including, e.g., concerns grounded in environmental justice, climate change. The incumbent, as a manager within ENRD's Environmental Enforcement Section, is charged with the following duties:

Qualifications

Only experience obtained by the closing date of this announcement will be considered. As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. To meet the minimum qualification requirements for this position, you must address the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) separately. YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be addressed separately, not to exceed two pages per MTQ. MTQ1 - Demonstrated ability to handle complex, challenging legal matters, both in litigation--ideally including trial--and in negotiation. MTQ2 - Demonstrated experience as a technical authority and expert advisor in federal pollution control, environmental cleanup, environmental cost recovery and natural resource damages to develop and implement legal and policy strategies in ongoing enforcement matters, including the demonstrated ability to direct (formally or informally) lawyer-centered organizations. MTQ3 - Demonstrated experience in handling and managing complex legal and policy issues, with a focus on enforcement of federal environmental laws and regulations, including pollution control statutes and those aimed at recovery of environmental debts such as clean-up costs and natural resources damages. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Deputy Chief - Environmental Enforcement Section. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
