The primary purpose of this position is to serve as a contract services specialist performing a critical role in the integration and synchronization of the Civil Engineer Operations Flight work force in accordance with contracting and leadership directives, required to monitor and inspect contracts to ensure that quality and technical accurate projects are accepted.
Duties
Leads, directs and performs contract surveillance to support Air Force installation and programs
Manages the base Civil Engineer squadron's service contracts program to include developing and executing performance work statements (PWS) for new, one time only, and recurring service contracts
Responsible for detailed funds tracking on service contracts
Utilizes safe work practices and procedures
Serves as a squadron representative for the Government Purchase Card (GPC)

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

- The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas
- If required, employee will work other than normal duty hours, which may include evenings, weekends, and/or holidays
- If required, shift work and/or overtime, both scheduled and un-scheduled, will be accomplished
- If required, employee will be on-call, as defined in AFI 36-807, Scheduling of Work, Holiday Observances, and Overtime
- Any requirements for work during other than normal duty hours will comply with direction contained in AFI 36-807 and in the Union Agreement, if applicable to the employee
- This position requires a pre-employment physical examination
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of contracting regulations and opening procedures along with skill in fact finding and investigative techniques for the purpose of developing contract clauses, advising all parties on procedures required to arrive at a viable contract; contract provision and contract execution; perform evaluations and write surveillance reports.; ability to perform inspections for verification of completed contractor compliance.

EDUCATION: Have Master Degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the relationship of quality assurance to other activities such as contract administration, engineering, and finance.
2. Knowledge of GPC regulations and procedures.
3. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials.
4. Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations.
5. Skill in written and oral communications and establishing effective interpersonal relationships.
???????6. Ability to verify by test or inspection that products offered to the Government comply with contractual requirements before they are accepted.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
