OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.

Duties

As a Human Resources Specialist, you will: Provide management advisory services and operating support to the VA-OIG and its leadership on a broad range of Human Resources issues. Exercise substantial analytical skill in assessing and articulating the impact (feasibility, effectiveness, necessity) of new/revised policies and procedures, related proposals, and associated recommendations and alternatives. Develop marketing materials, arranges participation in career fairs, and collects and refers resumes and applications obtained, ensuring compliance with agency and OPM staffing and merit placement requirements. Serve as a technical expert providing the full range of support to managers and supervisor performing a variety of special projects focusing on various human resources programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience: - Providing technical advice and guidance to management in a variety of HR functional areas; AND - Administering pay setting such as title 5 and any other approved pay setting regulations; AND - Applying HR laws, policies, regulations, and procedures as it pertains to the review of policies, audits, and HR accountability; AND - Completing specialized HR projects requiring research and analytical ability; AND - Monitoring and supporting human resources initiatives. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
