Under the general direction and supervision of the General Counsel, the incumbent of this position serves as the Deputy General Counsel and provides advice and counsel to the Commissioners and Commission organizational components on matters of policy and law, initiates and coordinates the legal aspects of legislative programs, participates in the conduct of administrative and judicial litigation, and reviews standards, rules, laws, and regulations.

Under the general direction and supervision of the General Counsel, the Deputy General Counsel is responsible for all of the activities of Office of the General Counsel, which includes matters involving the most complex legal and policy issues that have significant and precedential effect.

MANDATORY TECHNICAL QUALIFICATIONS: In addition, all applicants must submit a separate written narrative response to each of the following MTQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your MTQs in a separate document and then insert into our system (limit of 6,400 characters for each narrative).
1. Extensive knowledge of federal rulemaking procedures under the Administrative Procedure Act.
2. Demonstrated expertise and experience in handling complex civil litigation.
3. Ability to provide legal advice to the highest levels of an organization, including senior decisionmakers, on sensitive matters of law and policy.
Education
Basic Requirement: All applicants must possess a J.D. or LL.B. degree and be an active member of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. In addition to basic requirement and qualifying specialized experience, applicants must have a minimum of five years of experience as a practicing attorney (post bar admission).
ALL applicants are required to provide proof of current, active bar membership and proof of good standing.
