This vacancy is for an International Trade Specialist in the Enforcement and Compliance, International Trade Administration within the Department of Commerce.

Duties

As an International Trade Specialist, you will perform the following duties at the full performance level: Independently performs trade promotions, negotiations, issue and trade policy analysis and associated functions which address industries and/ or markets critical to U.S. trade priorities and objectives. Develops and implements significant new export promotion facilitation strategies; analyzes key trade policies and make policy recommendations and international negotiating positions. Represents the agency and plans and manages major high priority export promotion programs and events central to agency trade development objectives. Establishes clear goals and objectives for programs, senior official visits, and events that advance the Department's strategic interests. Drafts briefing papers, fact sheets, reports, correspondence, and other materials according to the agency's style and format and within established deadlines. Monitors and analyzes developments in assigned issue(s) continually and clearly/effectively communicates them to management. Reports results of meetings, activities, trips and events to management within 3 business days of completion, utilizing a clear and succinct manner with next steps identified. Coordinates policy positions intra- and inter-agency as appropriate, supporting them with thorough research and insightful, factual, and neutral-tone argumentation and analyses that anticipate the needs of the intended audience and clearly/plainly state objectives. Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify at the GS-9 level: SPECIALIZED EXPERIENCE: Applicants must possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade, GS-07 in federal service. Specialized experience is defined as experience: Researching international trade agreements for barriers to trade or compliance issues. Preparing written communication and oral presentations on international trade agreements and negotiations. Assisting in efforts to coordinate with U.S. and foreign government agencies and the business community to implement U.S. trade policies, strategies or programs. OR SUBSTITUTE FOR EDUCATION: Two (2) years of progressively higher graduate level education leading to a Master's degree, or equivalent graduate degree in a field such as international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of one year is qualifying for combination. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as: Assisting in investigating trade problems related to the World Trade Organization or free trade agreements to implement a course of action to remove trade barriers. Assisting in efforts to coordinate with U.S. and foreign government agencies and business communities to develop and implement U.S. trade policies, strategies or programs. Reviewing or recommending policies to ensure compliance in trade agreements. OR: SUBSTITUTE FOR EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related, in a field related to this position field such as international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. OR: COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education as described above that equates to one year of experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as: Investigating trade problems related to the World Trade Organization or free trade agreements to implement a course of action to remove trade barriers; and Leading efforts to coordinate with U.S. and foreign government agencies and business communities to develop and implement U.S. trade policies, strategies, or programs on Non-Tariff Barriers to Trade; and Implementing international trade policies to ensure compliance in trade agreements. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Making recommendations regarding positions on trade issues, policy position, and negotiating strategies; and Investigating trade problems related to Non-Tariff Barriers to Trade or standards, applies trade agreement analysis and coordinates with private sector or government organizations to recommend and implement a course of action to remove foreign trade barriers; and Leading efforts to coordinate with U.S. and foreign government agencies and the business community to develop and implement U.S. trade policies, strategies, or programs on Non-Tariff Barriers to Trade or standards; and Facilitating meetings with stakeholders to expand trade opportunities through trade agreements.
