This position is located in the Bureau of Political Military Affairs, Directorate for Defense Trade Controls, Office of Defense Trade Controls Licensing (PM/DTCL). The functions includes responsibility for evaluation and approval or disapproval of proposed munitions export requests and manufacturing, technical assistance and distribution agreements.
Duties
Oversees and reviews complex, time sensitive, high-profile commodity jurisdiction cases to determine applicable law enforcement, foreign policy, and national security considerations which may determine resolution.
Provides guidance to other staff members, as well as Office and Departmental management on issues of International Traffic in Arms Regulations interpretation to resolve/negotiate differing positions with other government agencies and private sector.
Represents the Office and Department in discussions and conferences held regarding arms licenses issues.
Supervises a staff of employees to accomplish the work of the organizational unit.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience overseeing and reviewing complex, time sensitive, high-profile licensing requests, retransfer requests, agreement (manufacturing, technical assistance, or distribution) requests, commodity jurisdiction requests, or advisory opinion requests to determine applicable law enforcement, foreign policy, and national security implications.;
Experience interpreting, resolving, and negotiating issues involving the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR).; and
Experience reviewing the work product of others, including conducting quality control assessments, at the team level (3-5 personnel) or higher.
There is no substitute of education for specialized experience for the GS-15 position.
