About the Position: This position conducts nonprofessional technical work in functions such as research, development, design, evaluation, construction, inspection, production, application, standardization, test, or operation of engineering facilities, structures, systems, processes, equipment, devices or materials.

Duties

Serve as the main point of contact for Job Order Contract/Indefinite Delivery Indefinite Quantity contract administration activities. Advise on procedures and actions necessary to expedite the preparation of construction contracts, and modifications to military and environmental construction contracts. Distribute and balance workload among team members and serve as liaison to supervisor. Prepare comprehensive construction cost estimates for construction of military construction facilities and projects. Handle military construction and supply contracts to include preparation of construction contracts and modifications, finalizing specifications and evaluating contractor claims.

Requirements

  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License and any installation and/or DoD license required for the type of vehicle being driven.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementCost Estimation and AnalysisTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).
