The primary purpose of this position is to perform duties for systems administration, network operation and maintenance and Information Technology (IT) security and system accreditation.

Duties

Performs duties in support of systems administration, providing technical assistance to unit personnel regarding hardware and operating systems and application software. Performs duties supporting the management of unit network connectivity and infrastructure and network maintenance. Analyses network traffic patterns, system error messages, and software/hardware utilization reports to identify and correct problems. Work Group Manager (WM) customer support, help desk, assistance, training, and orientation in support of network and systems operations. Performs duties for the management of the Information technology (IT) security program, protecting unit IT assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-07 (or equivalent in other pay systems) which includes experience integrating information system components sufficient to perform duties in support of the planning, coordinating and administering of computer systems; configure and interface conventional hardware and software programs with operating systems; test and validate system performance, recommending methods to improve; performance measurement tools; systems testing and diagnostics, and analytical methods and practices in order to interpret system reports and traffic activity and assess network/component performance and deficiencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, methods, and practices for integrating information system components sufficient to: perform duties in support of the planning, coordinating and administering of computer systems; configure and interface hardware and software programs with operating systems; test and validate system performance, recommending methods to improve; etc. Knowledge of performance measurements, tools, systems, testing and diagnostics, and analytical methods and practices. Knowledge of network principles, configuration management, architecture, tools, equipment, and interfaces. Knowledge of communications connectivity requirements, telecommunications concepts, and techniques, and operating systems software. Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend analysis. Knowledge of customer support principals, methods, and procedures for documenting problem resolutions and providing guidance and training to customers. Knowledge of IT security principles, policies, products, and services to assess risk factors and advise n vulnerability to attack from a variety of sources (e.g., destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
