The Office of Financial Resources Management is recruiting for Systems Accountants to serve as an expert for Commerce Business Systems supporting Federal financial systems, leading accounting work, and leading the transition to the next generation of Federal Financial systems and process.

Duties

This position will: Apply related work experience, knowledge, skills and abilities to support/lead NIST's Business Systems over the entire Agile-based System Development Life Cycle (SDLC). The incumbent will work collaboratively with NIST, NIST's customer bureaus, and DoC Administrative staff, that utilize these business applications, to maintain, improve, and implement new financial systems and business processes. Resolves complex issues that often cross organizational boundaries for internal and external stakeholder. Coordinate functional requirements for in-house developed solutions and/or DoC wide software solutions including post implementation Operations & Maintenance tasks. Execute policies and procedures contained in the SDLC process appropriately according to established financial systems requirements and accounting principles (JFMIP, FFMIA, OMB, Treasury, GAO). Innovate within existing and to-be business processes to create efficient and effective business processes, with possible Robotic Process Automation (RPA or Bot) capabilities. Support system testing and lead customer User Acceptance Testing (UAT) efforts to ensure solutions delivered meet established requirements. Develop or updates existing training materials including manuals, reference sheets, and/or web content to ensure stakeholders have necessary tools to complete required tasks in these systems. This may include delivering training through classroom or webinars in some cases. Assist/lead in of Project Management efforts to ensure projects are executed efficiently. Assist/lead Organization Change Management processes to effective transition NIST and NIST's customer bureaus to our future financial systems.

Qualifications

Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IN ADDITION: ZA-IV: To qualify, candidate must have at least one year of specialized experience at the GS-12 level (of ZA-III at NIST). Specialized experience is defined as experience analyzing and interpreting financial data for accuracy. This experience must include the following activities: (1) reporting financial data and utilizing various financial software applications, (2) experienced with federal government financial management (or equivalent) and reporting regulations and standards. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
