This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties

This position will: Plan, manage, and execute the billing, collection, and financing functions/activities of the team. Assure the financial viability of NIST and its customer bureaus, the integrity of accounting data, and the proper source and use of funds. Independently coordinate and prepare reviews of Prompt Pay metrics, UDO's, IPA's, and Payment Run transactions. Analyze program/process effectiveness and recommends improvement of NIST's internal financial management policies and procedures. Use initiative and resourcefulness in deviating from traditional methods to research data included on the Unpaid Invoice Report and prepare solutions for erroneous payments. Support the CHIPS ACT implementation.

Qualifications

To qualify, applicant must have one year of specialized experience equivalent to at least a GS-11 (or ZA-II at NIST). Specialized experience must include the following activities: (1) reconciliation and reporting financial data by utilizing various software applications; (2) applies federal government financial management and reporting regulations and standards; (3) communicates with customers regarding issues, decisions or recommendations for business process improvement or problem resolution to achieve administrative or program objectives. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
