The primary purpose of this position is to provide the Group staff with objectively based information for making decisions on the administrative and programmatic aspects of operations and management by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations.
Duties
Provides support for a variety of management and administrative projects, programs, special projects, or studies.
Conducts studies and research information relative to program/study to pinpoint problem areas, analyzes results and makes recommendation on solutions.
Provides direct support to management and higher-grade analysts and participates in special studies/ inspections relative to problems, functions, and operations as directed by higher authority, i.e., HQ AFMC and the Air Base Wing Commander.
Participates in evaluating results of special studies/inspections and reporting of performance along with corrective actions.
Performs Division budget administration functions to the planning and execution of annual Operating Cost Budge (OCCB) and Expense Budgets.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes providing management and higher-graded specialists with objectively based information for making decisions on the administrative and programmatic aspects of operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations; ability to analyze financial and budgetary relationships to participate in developing recommendations for financial and budgetary actions. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of management and organization, theories, including administrative practices and procedures common to the organization, specifically mission support activities.
Knowledge and skill in applying conventional methods to gather, analyze, and evaluate information.
Knowledge of commonly used financial/budget formulation and execution practices, procedures, and guidelines.
Skill in applying data gathering, evaluation, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.
Ability to plan, organize work and meet deadlines.
Ability to gather, assemble, and analyze facts, determine action and/or coordination required, and provide resolution of issues or problems of a procedural or factual nature.
Ability to communicate effectively both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
