This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief People Office (OCPO) and will be assigned to the Talent Acquisition, Benefits Programs Branch. The incumbent serves as a Human Resources Specialist (Employee Benefits) with responsibility for carrying out the full range of activities as it relates to the various Federal employee benefits programs and providing guidance to employees.
Duties
As a Human Resources Specialist (Employee Benefits), GS-0201-12, your typical work assignments may include the following:
Independently counsels' employees regarding eligibility and coverage options for various Federal employee benefits and insurance programs to include but not limited to: Federal Employees' Health Benefits (FEHB) Program, Federal Employees' Dental and Vision Insurance Program (FEDVIP), Federal Employees' Group Life Insurance (FEGLI), Federal Flexible Spending Accounts Program (FSAFEDS), and the Federal Long Term Care Insurance Program (FLTCIP).
Provides direction to employees on enrollment for the various Federal employee benefit programs and addresses specific inquiries from employees to aid in the decision-making process for the various programs. Responsible for counseling employees encountering major life changes on permissible insurance changes and reviews benefits related items that should be considered in relation to the life event.
Prepares annuity estimates, explains insurance coverage in retirement, and general information with regards to Social Security and Medicare to encourage employees to make well-informed retirement decisions. Reviews the retirement application package and procedures with employees and conducts the final review and assembly of the completed retirement application package.
Counsels and advises employees regarding Federal employee retirement coverage and processes a wide range of retirement-related actions from simple to complex. Processes survivor benefits' claims, disability retirement applications, and is able to advise employees, supervisors, and other key leadership in regards to these complex situations. This may also include processing reemployed annuitant, FERCCA and retirement coverage determination reviews.
Provides information and direction to employees and supervisors regarding workers compensation claim filing, including reviewing claims for accuracy and timeliness in accordance with Department of Labor FECA guidance.
Conducts new employee orientation related to Federal benefits; performs and reviews the transfer of benefits for transfer employees; provides out-processing and separation counseling; reviews retirement coverage determination to ensure employees are placed in correct retirement coverage.
Collaborates with team members to create, produce, and provide presentations, educational materials, and announcements for customers regarding Federal Benefits and Retirement.
Uses HRIS applications to maintain and process a variety of benefits transactions as well as creates Requests for Personnel Action in relation to retirement and FEGLI. These applications include GRB Platform and Defense Civilian Personnel Data System (DCPDS).
Interfaces with many agencies to reach resolution for customers, including but not limited to Defense Finance and Accounting Service (DFAS), Office of Personnel Management (OPM), FEHB carriers, Department of Labor, and others Federal agencies.
Uses tact, discretion, and high attention to detail to ensure personally identifiable information (PII) is protected for each customer at all times.
Maintains inquiry inbox and answers incoming inquiries within determined timelines to ensure a high level of customer service.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates: (1.) interpreting and applying federal employee benefit practices, policies, laws and regulations in order to research and resolve employee benefits issues and problems (varying in level of complexity); (2.) providing guidance and assistance on the full range of employee benefit programs, including retirement, insurance, health benefits, and service computation; and (3.) developing informational materials on new, changed, and pending policies affecting employee benefits.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
