You will serve as a Security Specialist at the GG-11 grade level within the Navy Cyber Warfare Development Group (NCWDG) supporting the Special Security Officer and the Government Program Security Officer with the mangement, operation, and administration of the security programs and billets for the command and detachments worldwide.
Duties
You will ensure that proper coordination is effected through subordinate Special Security Officers to approving authorizations for the establishment and accreditation of SCI and SAP facilities.
You will obtain clearance eligibility authorizations, prepare and present indoctrination and debrief paperwork.
You will maintain personnel security records and databases.
You will assist customers with security related questions.
You will process Single Scope Background Investigation (SSBI) paperwork to include the Electronic Questionnaires for Investigation Processing (E-QIP).
You will schedule counter-intelligence Polygraphs for each command member.
You will prepare DD254s and approve Sensitive Compartmented Information (SCI) access for the command.
You will assist the Special Security Officer with semi-annual security inspections at each command location.
You will review and update the commands Emergency Action Plan and Standard Operating Procedures.
You will develop security briefings and command training material.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position may require a 2-year DCIPS Trial Period.
- This position may require a Counterintelligence (CI) Scope Polygraph examination with No Deception (ND).
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
Obtaining clearance eligibility authorizations and prepares/presents indoctrination and debriefings.
Processing Single Scope Background Investigation (SSBI) paperwork to include the Electronic Questionnaires for Investigation Processing (E-QIP).
Developing security briefings and command training material.
Maintaining, reviewing and updating Emergency Action Plans and Standard Operating Procedures (SOPs).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.

Combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
