This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (Title 32), Position Description Number D1135000 and is part of AASF located in West Jordan UT with the Utah Army National Guard.
The selecting supervisor for this vacancy is CW4 Jon Creager.
IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG.
Duties
MAJOR DUTIES: This is NOT an all-inclusive list.
Participates in the administration of the safety and occupational health program for ground and explosive safety to control oreliminate unsafe behaviors and hazards in accordance with DOD, Occupational Safety and Health Administration (OSHA), State andNational Guard Bureau (NGB) safety regulations and standards.
Reviews assigned accident/incident reports related to ground and explosive property damage and/or personnel injuries, includingnon-flying aircraft mishaps.
Provides safety related expertise on surveys, inspections and evaluations of unit facilities, shops, and activities related toelimination of hazards that are applicable to aircraft operations, civil engineering, explosive safety, motor vehicle maintenance,contractor operations, etc.
Participates in inspections and evaluations related to all ARNG functions to include aircraft servicing operations involving highhazard activities such as egress exercises, emergency fire fighting procedure, aircraft maintenance support, aircraft loadingprocedures and fuel servicing, and munitions transportation of explosives. Recommends corrective measures to eliminate unsafe workpractices.
Performs construction site inspections of facilities and contractor personnel operating on the AAF and/or ARNG Training Center todetermine compliance with applicable safety and health code requirements. Provides guidance in the prevention, reduction, orelimination of associated hazardous exposure.
Participates with the State Safety and Occupational Health Manager in conducting human factor studies to discover mishap andhazardous conditions causes and relationships in order to reduce or prevent their severity.
Prepares and conducts safety training classes for supervisors and employees. Evaluates the adequacy and effectiveness of safetytraining carried out by supervisors to ensure compliance with OSHA mandatory programs.
Conducts promotional campaigns to stimulate interest in accident prevention. Assists managers with specialized safety programs,including industrial, sports and recreation, automobile, motorcycle, and manual lifting safety.
Maintains accident/injury records, review reports, and other data to detect common patterns and trends. Files and maintainssafety and occupational health related records, reports, correspondence, publications, and regulatory information.
Performs other related duties as assigned.
Qualifications

Specialized Experience:
Have at least 1 year as a GS-0018-07 *Must submit SF 50 to validate claim*
OR have at least 24 months experience performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.

Substitute for specialized experience:
Have a master's or equivalent graduate degree,
or 2 full years of progressively higher level graduate education leading to such a degree
or LL.B. or J.D., if related
Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
