This position is located in the Department of Homeland Security (DHS), OCHO.
The primary purpose of this position is prevent, protect, respond to and recover from terrorism, criminal, criminal acts, and other hazards threatening the U.S. Government.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Criminal Investigator, GS-1811-14, your typical work assignments may include:
Plans and assigns work, delegating authority as appropriate; sets and adjusts priorities as necessary ; develops performance standards and appraises work, giving advice and/or instructions required. Interviews candidates for vacant positions and makes recommendations for appointments, promotions, or reassignments. Effects minor disciplinary measures, recommending other actions in more serious cases to appropriate level of management.
Exercises authority to amend or modify plans to ensure effectiveness of operations and to minimize the risk of injury or death of agents, informants or suspects, especially when violence or other threats to person are anticipated nationally or international.
Identifies developmental and training needs of employees and, in accordance with applicable policies and procedures, takes appropriate actions to provide those needs.
Plans for long-range staffing needs, including such matters as whether to contract out work. Promotes and assures compliance with EEO program and directives and related affirmative action plans.

Requirements

- Primary / Rigorous Requirement: Experience in primary/rigorous law enforcement position(s), or equivalent experience outside the Federal government, is a mandatory prerequisite (5 CFR 831.902 and 5 CFR 842.802).
- Motor-Vehicle Operation: You must possess and maintain a valid motor vehicle operator's license. Motor vehicles must be driven and managed in accordance with the Office of Personnel Management (OPM) and FPS policies and guidance.
- Firearms Requirement: You must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards.
- Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
- Training Requirement: You must successfully complete the Federal Law Enforcement Training Center's Criminal Investigator Training Program, or its equivalent.
- Medical: If selected, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. This position may be subject to periodic incumbent examinations in the future.
- Drug Testing: Position is subject to random drug testing.
Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Senior level experience directing and supervising the criminal investigative and intelligence programs and other law enforcement activities involving the investigation, apprehension, and detention of individual suspected or convicted of offenses against the criminal laws of the United States.
Experience conducting prevention, protection and response to terrorism, criminal acts, and other threatening hazards to the U.S. Government infrastructure, services, and personnel.
The incumbent has the technical skills and experience managing investigative activities dealing with major crimes, complex, sensitive, and long term investigations involving violations of Federal law.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Mobility Agreement: This position may require you to be reassigned to a different geographic location. Accordingly, you will be required to sign a mobility agreement, which will remain in effect while assigned to this position as a criminal investigator.
Law Enforcement Availability Pay: Incumbent is subject to work unscheduled duty hours and must be available for unscheduled duty based upon the needs of the agency. Therefore, the position is eligible for Law Enforcement Availability Pay (LEAP) of an additional 25% and is subject to the provisions of the LEAP Act of 1994.
Age Requirement: There is a maximum entry age of the day before your 37th birthday (except for veterans' preference eligible) for entry into law enforcement officer positions. Applicants who have previously been employed in a federal law enforcement officer position covered by 5 U.S.C. 8336(c) or 5 U.S.C. 84l2(d) are not restricted from applying.
Background Security Investigation: The incumbent must be able to obtain and maintain a Special Sensitive/Top Secret SCI security clearance.
Essential Personnel Designation: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of unscheduled leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501-7533 and 5 CFR Part 752, as applicable).
