This position is located in BLM Oregon State Office, Baker Field Office. The primary purpose is to resolve critical problems and provide leadership expertise to the accomplishment of goals for a variety of Field Office land management programs.

Duties

The selectee for this position will serve as a Field Manager, and will be responsible for providing supervision, leadership, motivation, and direction to a diverse technical and administrate staff of employees assigned to carry out the multiple use mission of the Bureau of Land management. Major duties include, but are not limited to: Bringing diverse interests together to develop satisfactory resolution to complex natural resource management issues. Interpreting Department and Bureau policy and directives and making final Field Office planning and program decisions, including resolution of both long range and day-to-day planning and program issues. Developing, implementing, and managing a wide variety of natural resource programs including forestry, fuels, range, fisheries, wildlife, and recreation. Conducting a vibrant, proactive, and open public relations program to improve public awareness and support of Bureau of Land Management (BLM) programs and to fully understand community interests and customer service needs. Providing overall supervisory/managerial responsibility for a large natural resources staff composed of multiple disciplines.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the specialized experience described below: Specialized Experience, GS-13: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Preparing and implementing guidance materials for program areas that identify major emerging issues, options, and/or strategies; (2) Writing informational memoranda, briefing materials and summary statements for leadership on multi-faceted and sensitive organizational matters; (3) Developing, executing and monitoring budgets; (4) Directing activities to improve the structure, effectiveness, and efficiency of organizational programs; and (5) Performing a full range of supervisory duties, including planning, organizing, directing, and evaluating the work of subordinate staff members. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the grade level of this announcement.
