About the Position: The Alaska District is seeking to fill a contract specialist position located in the Contracting Division. An ideal candidate will have strong experience in construction contracting or a background in award of Indefinite Delivery contracts. Possess an in depth knowledge of best value source selection, with a strong customer focus, ability to work with others and think critically.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-11 grade level. At the full performance, GS-12, the incumbent will: Serves as Senior Contract Specialist and/or contracting officer for a Branch, responsible for pre-award and post-award functions, including price/cost analysis, negotiation, and administration for a variety of contracts. Reviews requests for the procurement of complex equipment, services, and/or construction. Analyzes sealed bids or proposals for conformance with the solicitation. Assists contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed, and the contract is closed and retired. Provide technical advice, guidance and training to junior contract specialists in the division.

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience which includes 1) assisting with pre- and/or post-award functions for construction and service contracts such as, but not limited to, architect/engineer (A&E) contracts, professional services contracts and/or environmental service contracts. 2) Assisting in the preparation of contract awards and contract modifications, performing/assisting with proposal analysis; and/or assisting with monitoring contractor's performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Specialized Experience GS-12: One year of specialized experience which includes 1) conducting pre- and/or post-award functions for construction and service contracts such, but not limited to, architect/engineer (A&E) contracts, professional services contracts and/or environmental service contracts. 2) Preparing contract awards and contract modifications, performing proposal analysis; and/or monitoring contractor's performance. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the specialized experience requirement using experience alone--no substitution of education for experience is permitted.
