About the Position: This position is located with Naval Hospital Camp Pendleton in California.

Duties

Assist departments in the preparation of requisitions packages including justification worksheets, performance work statements, technical data, requirement summaries, specifications and source selection plans. Analyze specific command data to enhance and support executive decision-making. Coordinate the planning and execution of healthcare contract services. Provide input to the annual health services contracting budget. Monitor and report on the performance of each contractor to ensure compliance with all terms and conditions of the contract.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
• A pre-placement medical examination is required.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11: Specialized Experience: One year of specialized experience which includes utilizing financial management procedures; implementing health services initiatives to support the overall healthcare mission; researching federal contracting regulations, procedures, and guidelines to interpret or recommend contract requirements; and administering contractual agreements that involve the delivery of clinical services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
