This position will serve as a FEMA Region 4 Environmental Planning and Historic Preservation (EHP) Tennessee FIT resource. The incumbent serves as an environmental and historic preservation subject matter expert. At the TEMA office, the incumbent completes disaster grant programs (Public Assistance (PA), Individual Assistance (IA), and/or Hazard Mitigation Grant Program (HMGP)) project EHP reviews and supports program project closeout EHP review requirements.

Qualifications

All qualifications and eligibility requirements must be met by the closing date of the announcement. To qualify for this position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:  Applying policies, law and regulations for environmental and /or historic preservation compliance, such as the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Endangered Species Act (ESA), Clean Water Act (CWA), Clean Air Act or the National Historic Preservation Act (NHPA), Coordinating with stakeholders to resolve problems regarding environmental and/or historic preservation projects; and, Writing environmental and/or historic preservation compliance documents, such as standard operating procedures, guidance, consultation letters, Environmental Assessments, or Records of Environmental Consideration. To qualify for this position at the IC-13 level, you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: Applying solutions for addressing adverse environmental or historic preservation impacts for complex projects; Interpreting legislation, regulations, policies, or other guidance on environmental or historic preservation topics to advise internal or external partners on compliance requirements; and, Managing complex consultations with environmental or historic preservation compliance requirements for federal actions.
