With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, our Office performs the legal work for the United States Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than five hundred total employees, more than four hundred of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.

Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of the Solicitor, Office of the Director & DAEO, Financial Disclosure Branch, duty stationed in Washington, DC. At the full performance level (GS-12) the major duties of this position include but are not limited to the following: 1. Assists in the provision of authoritative written and verbal advice to all levels of bureau or office managers and employees on complex issues and problems involving traditional ethics subjects. 2. Implements, and interprets ethics policies, procedures, forms, Manual chapters, and guidance materials. Assists in the incorporation of ethics policies into bureau- or office-wide policies. 3. Assist the Bureau's Deputy Ethics Counselor with managing the Bureau's electronic FDonline financial disclosure system and the public financial disclosure reporting process (OGE 278 and 450). 4. Develops and administers ethics training programs, in accordance with OGE and Departmental regulatory requirements, and ensures the training meets the unique needs of Bureau managers, scientists, technical personnel, and other employees. 5. Implements the ethics internal communications plan to keep bureau/office employees continuously informed about the ethics rules. 6. Assists in the maintenance of ethics program files, correspondence, advisory opinions, memoranda of understanding (MOUs) and waivers, new employee certifications, and training records to ensure they are adequate to meet or exceed OGE program review (audit) requirements. Salary Range Information: GS-11: $78,592 - $102,166 per annum. GS-12: $94,199 - $122,459 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as SOL-DEO-23-FS-064(DEU) for those applicants who wish to apply and be considered under Delegated Examining procedures.

GS-11 To qualify for the GS-11 position, you must meet the A, B, or C defined below. A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Reviewing ethics forms (i.e. confidential and public financial disclosure reports, gifts, post-employment or other ethics documents) for compliance with the ethics and standards of conduct provisions; AND 2. Creating and maintaining spreadsheets of travel expenses received from non-federal entities, outside activity requests, contributions, agreements and/or financial disclosure report filers; AND 3. Preparing ethics opinions in accordance with Departmental Ethics Office administrative policies; AND 4. Advising on routine and complex ethics matters ranging from gift questions to financial conflicts analysis; AND 5. Advising on the administration of Ethics program. MUST MEET ALL. -OR- B. Education: A Ph.D. or equivalent doctoral degree -OR- 3 full years of progressively higher-level graduate education leading to such a degree. -OR- LL.M., if related -OR- C. Combination: A combination of successfully completed equivalent education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. GS-12 To qualify for the GS-12 position, you must meet the specialized experience defined below. To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Monitoring and assessing the effectiveness and efficiency of Ethics program and developing strategies for improvement. MUST MEET ALL.
