This vacancy is for a HR Systems Specialist in Enterprise Services, Office of the Secretary within the Department of Commerce.
Duties
As a HR Systems Specialist, you will perform the following duties:
Serve as an advisor to the HRIT Lead and IT Tower Director in assessing and providing functional and technical system expertise on HR systems used in support of personnel, payroll, benefits and talent acquisition.
Stay abreast of HR processing for Bureaus serviced by Enterprise Services to ensure all requirements are captured and implemented accordingly.
Utilize knowledge of data management, integration and reporting capabilities of HRIT systems to ensure the technical implementation needs are captured and successfully implemented.
Develop and maintain relationships with external stakeholders in relevant sectors in order to be informed on key Federal HR agendas.
Responsible for overseeing contractors and ensuring progress relative to project schedules. Serve as a liaison between the contractors and system owners and resolves technical issues.
Develop business case justifications, technical analysis documentation and other various forms of documentation in support of recommendations to a wide variety of audiences, including the IT Director, customers and senior leadership.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-4 is equivalent to the GS-13/14 grade levels.
To qualify at the ZA-4 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 level in the Federal service. Specialized experience is defined as:
1. Providing counsel or guidance within or across internal and external customers related to the implementation and optimization of PeopleSoft Human Capital information systems and technologies;
2. Mapping processes, documenting business needs, and formulating requirements for PeopleSoft Human Capital information systems and technologies;
3. Experience configuring or implementing PeopleSoft Human Capital information systems;
4. Establishing data conventions, data standards, and quality assurance activities to improve the integrity and quality of data maintained in Human Capital information systems; and,
5. Experience performing operations and maintenance (i.e., production support) for PeopleSoft Human Capital information systems.
