Duties

This position is with the Office of the Inspector General, Western Region Audit Division located in Sacramento, California. This office is responsible for supervising, coordinating, and conducting audits, inspections, and evaluations relating to Department of the Interior (DOI) programs and operations, including, but not limited to, waste, abuse, and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As an Auditor (Performance) you will perform assignments as part of complex performance audits, inspections, and evaluations of DOI programs and operations. Your work encompasses matters important to Indian and Native American communities and natural resources, land, and wildlife management. Your normal duties will include: Perform various audit, inspection, and evaluation assignments. Perform assignments as part of reviewing and evaluating procedures, systems, or programs for effectiveness and compliance with laws, regulations, and policies. Assure work performed and supporting evidence adequately supports the conclusions reached. Prepare work papers, interview and meeting notes, and written summaries of findings, reports, and briefing materials. Brief team leader, team members, and internal management officials on findings and explain significance of conclusions reached. You will serve as a Auditor (Performance) under the Pathways Recent Graduates Program within the Office of the Inspector General. The agency may non-competitively convert a Recent Graduate who is a U.S. Citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the OIG's one year developmental program and meets the OPM Qualification Standards for the targeted occupational series and grade level. There is no guarantee for conversion. If converted, the full performance level of this position is GS-13 with satisfactory performance. The duration of the Recent Graduate appointment is a trial period.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Minimum Qualification for the GS-07 level Education: 1 full year of graduate level education; OR a Bachelor's degree with superior academic achievement as defined by OPM OR Experience: 1 year (52 weeks) of experience at the GS-05 grade level performing all of the following: Reviewing data or records to infer conclusions; AND Preparing thorough write-ups of work performed, observations made, or conclusions drawn, such as writing detailed meeting minutes or oral interview notes or documenting observable conditions. OR Combination of Education and Experience: If you possess some, but not all, of the education or specialized experience described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Minimum Qualification for the GS-09 level Education: A master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR a L.L.B. or J.D. OR Experience: 1 year (52 weeks) of experience at the GS-07 grade level performing all of the following: Assisting in project planning by identifying areas susceptible to weakness or risk; Researching laws, regulations, guidelines, policies, and/or procedures as part of an assignment; AND Preparing written summaries of work performed and conclusions reached, complete with supporting documents, that contribute to a final written report on a subject matter, such as an audit report or research paper. OR Combination of Education and Experience: If you possess some, but not all, of the education or specialized experience described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.


You must meet the Positive Education Requirement for positions in the Auditor series

  1. Degree: auditing; or a degree in a related field (please see below list for related field degrees) such as business administration, finance, public administration, or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
