This position is aligned under the Fleet Medicine Directorate in the Zachary and Elizabeth Fischer Medical Clinic, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois; a 1c complexity facility. The Lovell FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois and Wisconsin which provide medical and dental services to U.S. Military Veterans, Recruits, and Active Duty and eligible beneficiaries.

Duties

The Program Support Assistant (Fischer Clinic) serves as the initial point of contact receiving patients and visitors, both in person and telephonically. Obtains identifying information, determines the nature of the patient request and directs patient as appropriate. Addresses inquiries coming into the clinic and directs these inquiries to the appropriate staff. Receives and relays messages and phone calls to the appropriate department. Furnishes operational information regarding policy and regulations related to clinic programs (e.g., Exceptional Family Member Screenings, Command Acceptance, Family Overseas Screenings, Periodic Health Assessment, Clinic access control, Scheduling, and templating), the tests and treatments available, eligibility of patients, or clinic services. Responds to patient questions regarding all facets of care provided by the clinic, querying various sources to located requested information. Uses judgment in ensuring that communications meet legal and regulatory guidelines in regard to patient privacy/confidentiality. Performs a variety of administrative duties associated with the treatment of patients in an outpatient clinic. Provides orientation to temporary staff as needed to ensure consistency in administrative processes and procedures. Schedules patient care visits using the appropriate electronic health record system such as, Composite Health Care System (CHCS), the Armed Forces Health Longitudinal Technology Application (AHLTA) and Military Health System Genesis (MHS Genesis). Schedules physician appointments for a variety of medical and/or operational examinations. Prepares documentation necessary for all appointments and consultations. Tracks, logs, and reports patient medical tests as required to ensure documentation is complete and properly recorded in the medical record. Maintains daily schedules for all healthcare providers utilizing the appropriate automated health record system to establish appointments, creating templates as required. Performs end-of-day processing for clinic staff to include recording status of appointments. Tracks no-show appointments, collaborating with appropriate clinic team members to schedule another appointment if indicated. Follows up as needed to determine if patient needs have been met. Prepares correspondence, narrative, and statistical reports, as directed such as monthly workload reports, and various operational screening reports. Work involves use of automated programs/processes to include work processing, spreadsheets, and/or data entry and retrieval. Assures correct grammar, punctuation, capitalization, spelling and conformance to style and format. Complies statistical data for use in various reports and gathers specific data for use by the professional staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customer. - Maintenance of confidentiality of patient/employee information, electronic and print. - The medical center performance improvement program. - How to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment. For GS-5 level positions only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience You will be rated on the following Competencies for this position: Attention to DetailClericalTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary and performed inside the clinic. There is some walking, stooping, bending, and lifting of light supply items.
