This position is in the Office of Investigations (INV), Office of Inspector General (OIG) for the Department of State, which has statutory oversight responsibility covering the Department and the U.S. Agency for Global Media (USAGM). INV has a broad jurisdiction over criminal, civil and administrative investigations. 

Duties

The incumbent is responsible for managing INV's budget forecast, execution, and allocations. The incumbent's duties and responsibilities may include but are not limited to the following. 

Requirements

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.  Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.  Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).  Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in evaluating the economy, efficiency and effectiveness of program and management operations, identifying instances of fraud, waste, and mismanagement, and determining compliance with applicable laws, regulations, and policies relating to U.S. foreign policy, foreign assistance, or international security. Experience in interpreting laws, regulations, and polices pertaining to administrative procedures. Experience in compiling reports and data to support various budget actions using office automation system.  Experience maintaining operational records management to include developing file plans and monitoring and disposing of records in accordance with records schedules. Experience in planning and carrying out assignments independently, including coordination with staff and line management personnel, reporting progress, status and concerns. Experience communicating effectively, both orally and in writing in order to prepare administrative guidance. Experience analyzing and identifying problems, significant factors, data, and recommending solutions. Experience evaluating processes and producing recommendations to improve the effectiveness, efficiency, and timeliness of work operations. There is no substitute of education for specialized experience for the GS-12 position.
