This announcement provides a reassignment/promotion opportunity to the position of position of Executive Special Agent-in-Charge (ESAC), IGES Band within the Office of Investigations for the Central Area Field Office (CAFO), located in Chicago, IL or Denver, CO.
Duties
In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role.
The Executive SAC serves as the principal advisor to the Deputy Assistant Inspector General for Investigations (DAIGI). The applicant must demonstrate experience conducting and overseeing complex federal criminal and civil investigations and the ability to manage diverse investigative operations.
The incumbent serves as a member of the OIG executive management team, works with other senior managers to plan and coordinate OIG activities, and ensure effective and efficient use of resources and delivery of quality services in meeting the OIG's mission. The incumbent also serves as the main Area Field Representative for the OIG.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. This position is being advertised at the Inspector General Executive Service (IGES) Band level, equivalent to the Senior Executive Service (SES). The salary range for this position is $141,022 - $195,000.

The successful candidate must exhibit a high degree of leadership, and demonstrate experience planning and conducting complex federal criminal investigations.
Provides authoritative advisory service and/or develops authoritative policy interpretations in the area of criminal investigations.
Oversees the application of new management methods, revisions, or adaptations. Directs the revision or adaptation of methods outlined in directives from higher authority. Institutes measures to effect economy by exercising approval of methods to improve efficiency, manner of functioning, and effectiveness of the organization. Evaluates the effectiveness of operations in terms of mission accomplishment.
Provides leadership and guidance in setting the workforce's expected performance levels commensurate with Office of Investigation's strategic objectives. Promotes quality through effective use of the organization's performance management system (e.g., establishing performance standards, appraising staff accomplishments using the developed standards, and taking action to reward, counsel, or remove employees, as appropriate).
Oversees the assessment by ASACs and DSACs of the employees' developmental needs. Fosters commitment, team spirit, pride, trust, and group identity; takes steps to prevent situations that could result in unpleasant confrontations.
Provides direction to DSACs/ASACs on potential or actual problem areas relating to program implementation and goal achievement. Ensures management tools are available in determining alternative courses of corrective action, being sure to utilize developed contingency plans. Sets program standards; ensures accountability for achieving these standards; acts decisively to modify them to promote customer service and/or the quality of programs and policies.
Assesses current and future staffing needs based on the Office of Investigation's goals and budget realities. Applies merit principles to develop, select, and manage a diverse workforce.
Represents and speaks for the Office of Investigations and its work (e.g., presenting, explaining, selling, defending, and negotiating) to those within and outside the Office of the Inspector General (e.g., agency heads and other United States Postal Service executives; corporate executives; the media; clientele and professional groups). Makes clear and convincing oral presentations to individuals and groups; clarifies information; and facilitates an open exchange of ideas.
Develops and enhances alliances with external groups. Engages in cross-functional activities and maintains common ground with a widening range of stakeholders.
Ensures that reports, memoranda, and other documents reflect the position and work of the organization in a clear, convincing, and organized manner.

Requirements
- Must be a current USPS-OIG or USPIS 1811 employee.
- Must be able to obtain and maintain Top Secret security clearance.
- Must be able to obtain and maintain a government-issued credit card
- Must be able to pass a drug screening and medical assessment questionnaire. Note: a physical is required for 1811 criminal investigator positions.
- Selectee subject to random drug testing.
- Required to successfully complete a 12-month probationary period.

ELIGIBILITY REQUIREMENTS
Current USPS-OIG and USPIS 1811 career employee
Bachelor's Degree from an accredited college or university
Must have 1 year of experience at the equivalent (GS-15) Director level and/or 3 years at the equivalent (GS-14) Manager level
At least 7 years of professional federal law enforcement experience
Experience directly supervising, managing, or mentoring criminal investigators with an emphasis on establishing investigative plans, promoting maximum staff utilization, development
Received at least a met expectations rating on your most recent performance appraisal (FY 2021 and 2022)
DESIRABLES QUALIFICATIONS
Experience or knowledge of the Inspector General (IG) community
Experience or knowledge of the Postal Service and its operation
Graduate level education
