This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 10/19/2023, whichever comes first.

Duties

Functions as an Opportunity and Inclusion Policy Advisor for the CHIPS Program Office (CPO). Responsible for providing guidance, developing policies, completing research and analysis, and executing outreach strategies for both the CHIPS Program Office and the CHIPS Research and Development Office, to ensure that the implementation of the CHIPS Act benefits economically disadvantaged individuals, veteran owned, women-owned, minority-owned and small businesses. Works closely with the CHIPS investment, strategy, technology, and policy, and external affairs teams. Work and recommendations have NIST-level impact and influence senior management's decisions regarding NIST policies and programs. Specific duties include: - support merit review and due diligence; - assess overall program success; - evaluate market trends; - produce analytics - complete outreach to economically disadvantaged groups and individuals; and - plan, develop & carry out vital administrative/business programs.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as: Experience in any of the following areas: civil rights, nonprofit management, community outreach, supplier diversity, human resources recruiting, diversity, equity, inclusion, and accessibility (DEIA) implementation OR other similar role that demonstrates experience producing analytics and leading outreach efforts. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
